I don't understand your question entirely, but you get the entire CORE set for free, every year. You don't get any card from Outland, Scholomance, or Darkmoon Faire.
Exactly, the entire CORE set for free. But if I'm not mistaken, it has been said that the CORE set will be changed/and updated every year or so. If that's the case, I'm assuming we always get the "updated" CORE set for free.
I would also like to clarify; I don't attempt to rank anymore after D5 as it's the least amount of effort, for the greatest reward. If I was to try, legend wouldn't be an issue with these decks with enough games.
However, I would like to add that these decks are very "aggressive", and not very fun to play if you enjoy quite interactive gameplay. I do agree that Blizzard tends to gate more "fun" decks behind a bigger paywall. It's weird as these cheaper decks also perform well, if not better than certain of those meta decks.
The comments here about OTK DH being a "hard deck to pilot" are silly. You can play it a few times and get the idea very well like with any deck.
Remember, the WR you see is for all decks running that card. There are still many soul fragment decks running it, even after the nerf. There are aggro decks running it too.

Yeah you can just watch a guide video on how to pilot it. But it is a lot harder than pretty much any deck in the meta right now.

As many have said, discover is fine, under the premise that
(1) - it comes with a loss of tempo and (2) - limitation in what it can generate.
Today, discover (perhaps because of powercreep) does not feel like loss of tempo. And it's pool for what can be generated, is too wide.

Because meta in wild is currently filled with secret mages, that's why you can't win. Rogues a bit weak atm, try Mage ;-)
