Nothing wrong with a spell being neutral, after all we now have a neutral weapon. I do think you have to be careful introducing neutral spells, as they have to be strong enough that some decks want to run them but not an auto-include in every deck. Perhaps there will be a future expansion where Blizzard introduces some legendary neutral spells which have extremely niche uses.
Flavour-wise, I agree that it could fit into any class, and certainly some big-minion decks would consider running it as early game.
This doesn't work...tried it in a game where the whelps got my Voidcaller deathrattle but they didn't summon my demons from hand.
The order is 1.) Vectus summons the whelps. 2.) Umbra checks for deathrattles (which the whelps don't have yet). 3.) Vectus gives the whelps deathrattles.
Explosive Evolution is another card that can be run similarly to Cryostasis. If you manage to duplicate it with Notetaker or highroll Vargoth then you can get 7-cost minion extremely early.
It actually makes me think whether Blizzard could have an introduced an overstatted minion with a negative spellburst effect for heavy minion decks... that Intrepid Initiate would be pretty strong in decks that don't run many spells.
I've not tried Windshear Stormcaller but I've always had more success with the spell damage variant of Odd Shaman with Arcane Watcher as an early game powerhouse. Having +1 or +2 spell damage from totems makes cards like Totemic Smash and Forked Lightning surprisingly viable.
Both Fireheart and Ras are excellent in Odd Shaman (i would recommend getting them both if you can as both are really fun cards to play).
I've been having a lot of success with Sorcerous Substitute in Vereesa Hunter. Although my deck does also include Polkelt to draw the Vereesa then the substitute.
I've been having a lot more luck with this card since Scholomance...being able to generate cheap cards like Brain Freeze and Wand Thief make it a lot easier to combo. There's always Beaming Sidekick if you want to make it less fragile!
You can now use it to pull Fel Lord Betrug and then use Plot Twist in the same turn. It might make that combo in those decks a bit more consistent but probably needs some more tinkering.
I didn't enjoy playing it when it came out but with Scholomance, I find that its a lot more enjoyable. You should definitely try it again with the new cards!

There could be some fun stuff for Wild Shaman giving your opponent Generous Mummy then casting infinite copies of Unstable Evolution

Nerubian Prophet is a good one to keep in mulligan...got an early Lich King from it which steamrollered my opponent.

Using Togwaggle's Scheme to shuffle lots of Waxadreds into the deck and Stowaway to pull out the candles has worked pretty well for me in the past.

Have you tried Diligent Notetaker? It can turn those +2 attack Totemic Surge into +4 attack for all your totems.
Maybe the Tour Guide + Manafeeder Panthara combo could work if you want to get some early board.
