I think the answer isn't to necessarily nerf the card, but rather to make it different. IMO, Hemit should be BGH and BGH should Hemit, exchanging mana cost and stats.

If you are being dominated Boom is to slow. Where Boom does make a big difference is in close games where you are even, slightly behind or slightly in front. I like having a card that can suddenly change close games. Now as to nerf the card I think they should just make the card cost one more manna. They should not change the effects and stats at all.
There should always be a couple of cards that can suddenly bring a huge swing in the late game, there just should not be too many and they should not be cheap. If you are playing longer control vs control games there should always be hope that there is a chance for a turnaround if things are starting to go bad. At eight manna he will thus be delayed a turn and the aggro and mid range decks can almost play if such a card does not exist and the late game control decks can still have a turnaround card to make the prolonged games more fun and the outcome less certain.

Dodging BGH could be considered as a buff rathen then a nerf. 7/5 is the amount of stats Baron Geddon has. Both have some kind of ''board impact. 7/5 spawning two boom bots would make the body of Dr. Boom not that much strong if the opponent doesn't have Dr. Boom. The boom bots doesn't need to get nerfed, they are what makes the card so good and unique.

if they did go with the 0/1 suggestion they better get taunt. or else who the hell is going to charge into a 0/1 to give the opponent free damage. the 0/1 can't attack so it would have to have taunt or it's a waste.
oh wait now it sounds like Cenarius doesn't it? meh. poor choice of card modification when you just force it to be a lesser version of another card. without taunt, trash, with taunt, cenarius with RNG instead of guaranteed stats.

He blows all other 7 drops away and should be in league with the 8 drops where he would actually have competition. Literally the only neutral GvG card I feel like I HAVE to own and I'm constantly saving dust to craft.
There should be no card that is a requirement to have in your collection first and foremost. That's a sign of imbalance. Let alone a legendary.
Furthermore adding to the "red flag" aspect of this card is how frequently it appears in legend-rank decks. On Hearthpwn alone it appears in 37% of all decks, and is chosen 100% of the time in arena (you'd be stupid not to).
Another approach would be towards his Boom Bots having less of an impact. Being a 1/1 is fine, but they potentially do too much on top of that 7/7 body. Turning down their potential damage could be the other option. Or you could even make it so that you only get 1 Boom Bot, instead of 2.
But those fixes would have to be chosen as one or the other, not both.
Edit: If what happened with Leeroy Jenkins is any sign; 1 mana is a BIG difference.
2nd Edit: Something else I forgot to mention is that it strictly outclasses War Golem. You should never have a card that makes another one obsolete. That's bad design. -
