    Mass Dispel is 4 mana, not two. And it doesn't mess with base stats of the minions.
    A silenced Lich King is still an 8/8 at least.

    Devolve *can* backfire but generally having everything cost 1 less will not be favorable for your opponent.
    Deathrattles and any and all buff/active effects are instantly removed for just 2 mana, which is very powerful.
    And Devolve has a high chance of giving your opponent a board they have zero synergy with.

    Stating that Devolve doesn't affect a powerful board isn't accurate. Mass Dispel doesn't do this either if that's the case and it's 4 mana (but draws a card) rather than 2. Many of the powerful minions have active effects or Deathrattles or even both, Tirion being a solid example. I can't easily think of a 7 drop that would be better than a Tirion. And that's assuming a good 7 drop is given to your opponent.

    For me the most annoying thing about it is that there is no counter outside of Counterspell itself and the minions are completely random. How do you improve your play against a potential Devolve? Play 0 mana minions? Play 11 mana minions?

    I was very happy to see it rotate out of Standard. Shaman has plenty of ways to clear the board already.
