You can be lucky, but with an average hand of 5 cards just 20%. It is good for 3-4 card combo decks, maybe holy wrath paladin, but these are not existent
Maybe the true potential is to destroy your opponent a turn or to use him making a less value turn, but 3 mana 4/3 is no value for you as well.
Overall I think it is good, with right meta very good, but not defining
Edit: i see the word "playable". So you can't hit a Shudderwock, Alex, Hero on turn 3. So the card is actually not good

inner fire/divine spirit: hall of fame these bitches, they have been a win condition for priest since the creation of the game. or more realistically change inner fire to 2 mana and divine spirit to 4. honestly i don't see these cards getting nerfed because they just created a quest and legendary minion that have perfect synergy with these cards which is mind blowing. i think the quest should be the bread and butter of the combo priest deck and not two basic and classic cards. i'm fine with dying to some buffed up topsy turvy combo just no more divine spirit inner fire please.
Dr. Boom/Warrior: i've read a lot of people's thoughts on this one. either dropping the blast shield to 3 or 4 armor or removing it completely is enough for me.
Tomb Warden: remove mech tag (doesn't even make sense almost all of the titan creations are not mech they are stone/earth constructs)
eternium rover: 2 health from 3 health or make it cost 2 mana
brawl: 6 mana, should give opponents more time to build a threatening board so even when the warrior clears they are low hp (hopefully)
shield block: 3 armor instead of 5 and still draw a card or make it 4 mana
omega devastator: remove mech tag
Omega assembly: make it cost 2-3 mana
none of these will happen

That's practically 2 cards in one (like Druid choose one effects), and your choice is if you want a 2/2 + 2/1 Mechs, or +2/+2 and Reborn for a friendly mech.
Edit: Grammar mistake in explanation. (There is probably more, I'm not native speaker)

He really does burn out quickly.
I really love simple and still weird to use cards. This minion is a Mage spin on Candletaker- you pay 2 mana for 2 damage to a random minion now, and 4 more over the time. I personally compare the Battlecry and Deathrattle package to a delayed Powershot or a spin on Magic Dart Frog.
Also, Mage needs some more Elemental tribe love. Never enough of those. -

Most classes can be instantiated repeatedly usually, unless abstract classes which are like singletons, but can only be used as-is and cant be instantiated at all.
It is possible the term was borrowed from this, but not definite since terms can often overlap in terms of source and meaning.
