Since some people are going to still be quick to dismiss the card as being gimmicky and bad, I wanted to see what are and rate the possible cards that you can get from Neptulon.
The Good: Old Murk-Eye, Murloc Warleader, Coldlight Seer, Puddlestomper, and Siltfin Spiritwalker.
All of these cards, minus Seer, have the ability to just be played on own because they don't need the other buffs.
The Meh: Coldlight Oracle, Bluegill Warrior, and Murloc Tidehunter
You can play these guys on their own, but they really don't do much on their own.
The Ugly: Murloc Tidecaller, Grimscale Oracle, and Murloc Raider
Because most of the Murloc cards buff each other, you are going to get a good sample of cards to play out.

Upped this. Good explanation. I've been trying to defend this card in the forums. I'm very excited about Shaman in GvG!

My favourite card so far. Going to have a lot of fun with this and Loatheb prancing around.
Shame he looks like Jar Jar Binks' dad in a hat...

Opponent doesn't lose a draw, Burrowing Mine

Why is it the case that you HAVE to run it in a Murloc deck to get mileage out of it?
I suppose you're another one of those people that's played GvG extensively and know the meta inside out and understand that this is just a dead card because you've tried it in every possible deck you can and against every deck that is currently in the GvG meta and have ample results to support your claim that it's just terrible.
Right?

Then don't use it! If you don't like the build it's going to work well with then don't use it. What? You think every legendary should have an automatic slot?
Murloc Shaman is optional. Hell...you don't even need to be Murloc centric for this to be good. It doesn't say 'Draw 4 Murlocs' it says 'ADD 4 Murlocs'

Neptulon feeds on your tears.
Why are you comparing this to Mal'Ganis or other legendarys that cost more?
7 Mana 3 Overload to refill your hand? Sure!

Really glad Hunters are going to have to think a little differently post-GvG

If you can keep this alive for a turn that's 2 mana for 8 health - very good value.
If you can't, it's a soft taunt and potentially a silence absorb for 2 mana.
I can certainly see myself running one of these....

The wording is a bit muddy but it's definitely in addition to your attack. Cold Blood is better in all ways otherwise...
