If Priest is viable, this will see play, because it's a board reset in Priest. It really isn't that complicated.
No, it is complicated because the debate was whether this is better than Plague of Death. In a world where Canopic Jars is still a thing this is not board reset. If you've just payed 9 mana and your opponent still has a substantial board THIS IS NOT a board reset. Plague of Death was a board reset in this situation. If your opponent's remaining board just kills you next turn, you've done nothing with 9 mana.

You play a board, priest plays this. Play a board again, priest plays this, and you have no minions left.. It's almost as annoying as Tickatus. This can even remove cards from your hand.
Hope it's too slow to see play.
It's removal, when has removal been interactive? This counters board, as opposed to Snowfall Guardian who actually punishes you for playing board.
