Undead Captain- Is this a Battlecry, Deathrattle or Inspire. Kinda Important. Also legendary minions are normal reserved for named important WoW characters.
Undead Parrot- Which one can you add too your deck, also they probably aren't pirates, more likely beasts or undead if that tribe ever becomes a thing.
Trusty Flintlock- Just look at Powermace to see how bad this is.
Bolt Launcher- Cheap Longbow, I'll take it. Many make it a 4 mana 3/3 so it kills more things.
Vengeful Parrot- Playable card, its effect is more of a Priest thing and it should be a beast not Pirate.
Loot Pile- Probably should be At the start of your turn other wise you get a coin straight away and basically requires the opponent too kill it otherwise you get 2 more coins. Also make it Epic not Legendary.
Southsea Looter- The most overpowered card out of all of them, it is basically a Harrison Jones with +1 health, You steal there weapon And you can put 2 in a deck AND it locks the opponent out from playing more weapons as it keeps going. Maybe make it a 4/4 or 3/5 at least.
Young Privateer- Not the best, Wisp with +1 attack for Warrior.
Vicious Buccaneer- One of the better 1 drops, can be instakilled by 3 out of 9 classes.
Southsea Reinforcer- Pretty Average, probably change it to friendly pirates as buffing ALL minions is reserved for Murloc's.
Bloodsail Commander- Worst card here, overpriced, bad stats, maybe a 7 mana 4/8 would work better.
Empowering Corsair- Pretty average, might be better as a rouge natural with +1 Health.
Lost treasure- It's pretty well designed, saving 3 or 4 mana for later turns, paladins don't normally have a good turn 3 so it could be good.
Corsair Recruiter- Pretty good card, Good way to get your Southsea Captain in your hand.
Pirate Hoard- Pretty OP, Good finisher no couterplay.
Bloodsail Berserker- Basically Gruul But worse, also why is it a legendary.
Blacksea Summoner- Pretty good, slightly worse than Dragon consort as it could reduce your Young Privater but other than that, pretty good.
Greedy Captain- Good stats for a 1 mana card (Basically) and good idea. Once again, shouldn't be legendary
Southsea Buccaneer- Very well designed, very balanced.
Loot chest- I can see decks being built around this and being very overpowered, good either way.
Corsair Leader- Very well balanced, change its name to Jake Arrow and its a very good Legendary worthy effect.
Wild Grenadier- Is this a Battlecry, Deathrattle, Inspire?
Blacksea Recruiter- Not a very viable effect as it ruins combos and the flow of the game, maybe 5 mana 5/4 Deathrattle: Copy a random minion from your opponents hand into your hand.
Overall quite well designed ill give you a 7/10
Just a thing you might what it change their rarity for arena and when writing Taunt or Stealth always put then in a line of their own. Also put a : after Battlecry, Deathrattle and Enrage. Example.

I wanted to give each Class which doesn't have a Murloc, a Murloc.

This is just for fun and in no means expected to be good. Also sorry if this would create more agro in the game.

Not much of a change but at least to gets better buffs from spell damage.

I god damn hate rouge sometimes. I'm on 12 HP and have a full heath Ironbark Protector on the board and Dr Boom with 1 Boom Bot alive.
And the rouges all like Prep, Double Excavate and Double SI7 Agent,
