Velen was never viable in standard up until Razakus. It's an unplayable card in non-combo decks and considering the fact Raza rotates out, there's no reason to touch it.

Patches and Corridor Creeper and Spiteful Summoner are in so many decks because they are all incredibly strong. Bonemare has fallen a little bit, but it's still up there. The amount of board presence for the mana is obscene. It's true that in a game like Hearthstone, there will always be cards which are common in a great many decks. That's why Sylvanas and Azure Drake and Ragnaros were Hall-of-Famed.
I think there's also a level to which this sameness is acceptable, and a level where it isn't. I think the sameness level of Heathstone right now is higher than it ought to be. In 3ish months when Patches rotates out, that'll be so nice. At least Prince 2 forces some unusual deck-building choices, but I have the feeling I'll be so sick of Corridor Creeper by the time it finally rotates.

uther is only bad right now because control paladin is weak against the meta. 9 mana for a total of 15 damage and 20 healing is very strong in a vacuum. the 2/2 hero power is icing.

this would be horrible for the same reason rogue quest and jade druid are horrible. uther with 4/4 horsemen would just be jaraxxus (already a card that has defined meta decks in the past) without any of its downsides. would be more oppressive than jade druid at its height.

charmander seems buuuusted. 1 mana deal 2 damage is played in some classes, and charmander comes with a 1/1 and an evolve.
