Absolutely. The concept of "nerf" and "buff" actually do not technically exist (hold your rage and go with me...) - you can change a card in some way, but whether it is considered a nerf or buff is actually exclusively down to a subjective opinion (whether it is logical or not).
For example, if you changed Crystology from 2 mana to 3 mana, then many would call this a nerf. However an Odd Paladin player might consider it a buff - "Might", mind you. This is purely a hypothetical example, not a discussion about Crystology or what cards are good or not in Odd paladin.
The point being that any change to a card could be considered to be both a nerf and a buff (or even neither) depending on personal value of the card itself.
So to swing back round to your thread point, the change to the cards are exactly that: changes. (Be them nerfs or buffs), so it would make logical sense to apply the same rules as those applied when any card is changed for the better or worse.

according to HSreplay, Kadghar-Dragon Mage actually sits at the top of tier 2.
Granted, HSreplay is far from reliable this early, but right now any deck that can effectively use Mountain Giant is pretty strong. IT also helps that BOok of Spectres is a pretty strong card and gets supported handily by cards like Scaleworm, Firetree Witchdoctor and so on.
I would give it a try myself, but I'm still waiting for the alst few packs before I start crafting any epics.
Overall the Dragon package works wonders in Mage, since they have a lot of great spells to discover and the Astromancer is a great tempo play, especially if you follow it up with power of Creation.
I wish there was a way to fit a Jan'alai package with Spirit of the Dragonhawk in there, but I fear that might just be too greedy.

Ive made a post about Mage's class and how this expansion they didn't get any surviving tools. I think that is what causing Mage to not perform as well as the other classes.
Not only that but the lack of support in board control before turn 6. No 1 drops, no 3/4 mana board clears... Nothing.

This deck seems fun and successful, I have a friend who plays exact copy of this, spectated him for a while and he got like 3-1 at rank 4. I guess you meant this deck by freeze mage because i didn't face any other freeze variants of mage decks right now at rank5 besides this one.
and the deck's WR is %53 on hsreplay.net . it is above average for mage decks.
If you have cards you can give it a try. If you don't have the cards well, I can't say anything because they are your dusts and I couldn't even try the deck myself.

After testing it out by myself, all I say is that Power of Creation is too weak. All minions of 6 cost are underwhelming with battlecry loss and I see no point of summoning multiple of these so Khadgar mage is not recommended for now.
Tempo mage in wild is always a solid option and will forever exist.

I've been playing new expansion since the start and can't even think of any good (or atleast viable) mage deck. I've tried some netdecking but had no success. It's either Khadgar decks which relies on 1 combo or some variations of tempo mage.
So maybe some1 has the deck which performs good and ENJOYABLE to play aswell? I really like the class and want to play it while winning aswell :)
I've seen some brand new freeze mage, which makes profit of freezing everything, but didn't see any positive reviews on it.
Some versions of Khadgar mage do indeed show promise but I can't say the same about Standard tempo mage.
The best one atm is probably the fast tempo deck in Wild which abuses secret synergies and Aluneth.

The only bad thing about this deck that it has no good matchups. Its literally unplayable.

Here's a budget version without any new legendary or epics just with the new common or rares. I kept in Doomsayer, Twilight Guardian, and Cabal Shadow Priest because they're all cards that were commonly played before the expansion in priest. I also used the "cheaper" cards to help lower the curve of the deck and keep you with a fighting chance against, you know, pirate warriors.
Remove 6 cards: Raza the Chained, Dragonfire Potion, Dirty Rat, Kazakus, Chillmaw and Ysera
Add 6 cards: Excavated Evil, Potion of Madness, Wyrmrest Agent, Blackwing Technician, Twilight Drake, and Museum Curator
I have to say somewhat unrelated I don't like Mind Control Tech so much in this deck. I think without Dirty Rat it's pretty bad. I would suggest the budget version especially lacks a finisher. I put in Ragnaros the Firelord which I had but other options would be Thoughtsteal or Shadow Madness

Would you mind sharing deck code? I tried some beast hunter decks, but didn't have much success.

Cariel is easily countered by just 1 card, Radar is random and can you draw 0-1 card, which is worse than other "Draw" cards from other classes. Bannerman is a 3 mana drop, which means that if you're on tempo, played 1 mana card, 2 mana card and playing it on turn 3 it buffs only a few cards. As a late game option, it's not a very strong card, and IMO it was stronger in handbuff paladin. Overall, it's a healthy class with a few decently strong decks.
DH is broken, priest and rogue are weak, that's the state.

I rarely post any coments, but this deck is THAT great. It takes a few games to get used to and it's better if you can track your deck off (with help of innkeeper, f.e.), but after 10 or so games you can tell from a middle of a game if you win or no. And the deck itself is very strong, it just overruns most of the decks. The only trouble I meet is Corrupted Blood priest, where you just kill yourself. Hunter is almost always an easy win, dragon warrior is the same, druids aren't the problem aswell, rogues are the easiest imo, warlocks are just killing themselves and e.t.c.
Overall, I'm in love with this, huge thanks :)

Going 4-1 with this so far with a few changes (no Voss and Face Changer). Seems super string if you can clear early enemy minions.

It's playable. Not tier 1 and not even close to it. But it is good enough to win some games. I scored something like 6-2 or so. I wrecked evolve shaman with Rexxar card 'cause it killed all the doppelgangers. And if you dont draw Rexxar soon enough you'll probably lose most of the games.

If there are not that much pirates versus you, I think you can swap one Crawler and put Elise instead.
