The wording "special quests" in the blog would suggest that it won't merely be regular quests with dust attached but it's Blizzard after all so we can't be certain.
During taverns of time event some people got two new quests in one day if they had room (as mentioned in Reddit). I certainly didn't.
Given that the event ends later in EU than in NA might suggest it doesn't start at midnight (at least for EU) so it might not even matter. And it would seem that the event won't start until 6th for Asia.
TL;DR Hard to say what is the best strategy but I'd keep at least one quest for rerolling. I personally have one empty slot now and will probably keep it like that (due to laziness, not potential extra dust).

It's just silly when you see the non-hearthstone sites that get a reveal every expansion end up screwing up and leaking information. The worst part about it is you know they're under an NDA but clearly it won't have ramifications on the content side of things.

Here are some facts about this Seasonal Championship's players. Maybe this can help you decide on who to vote for.
NA:
-Justsaiyan: #1 point leader in NA, just went on a winning streak of 32 competitive rounds. Insane momentum. Has been playing competitively since 2015. Has the most all-time Dreamhack wins. Member of the USA HGG team. His streams (watchstone) were my favorites.
-Bloodyface: An OG in HS. Have been playing since the beginning, recently decided to quit his job to pursue his career in competitve Hearthstone.
-Lnguagehackr: One of my favorite players. Great at piloting control and combo decks. Very consistent Dreamhack finishes. Went 10-0 in DH Austin before losing to Amnesiac.
-Tincho: A bit less known. The only player from the Latin America community this time.
EU:
-Sintolol: Top8 in last year's World Championships. #1 point earner in EU in 2017. Super emotional during matches. Watching him play is a pleasure :)
-RENMEN: Very consistent ladder finishes, even though he does not have many tournament results.
-Moyen: Even though he might be considered new to the scene, his practice groupe is quite insane, with players like Viper, Sintolol and Bunnyhoppor.
-Hatul: Qualified as a Tavern Hero. Has quite a unique personality. Member of the Israel HGG team.
APAC:
-Tyler: "Just a grinder". Very consistent ladder finishes for almost 2 years already. Was competing in EU before he moved to Vietnam.
-DacRyvius: #1 point earner in APAC currently. Do not underestimate this guy. Really good deck builder. Came second in HCT Bangkok.
-Bloodtrail: Back to back championships. Last time he was on stage he was obviously stressed out and misplayed quite horribly. I think this time he will do way better. Don't forget that even players like Pavel have blundered really hard on stage before.
-Akumaker (Jowen): It's been a long time since we have seen an ANZ representative in the global stage: Aku is probably the best of them. He was in the top8 of the 2016 APAC summer championships and has multiple tour stop finishes this year.
CHINA:
-Trunks: This is his third appearance in an HCT seasonal championship. He is the only father in this tournament. Very consistent player from China. Loves control decks.
-Islandcat: Quite a popular streamer and caster in China. Not much tournament results tho. He does hang out with Fr0zen quite often, so he might have a really solid lineup.
-Caimiao: Member of the team IceCola, which is the best team in China, having members like XiaoT, Rugal and yrshar.
-LionKing: He has been playing competitive HS in China for quite a while: finally got the chance to qualify for a seasonal Champs.

I see the intention behind the card as a combo interruption. But it is the worst kind of RNG possible.
RANDOM spell + RANDOM target can often lead to rolling the dice who wins the game. If this card sees play it will lead to lots of frustrating moments.

I only do "mild" BMs by using a topdeck card for lethal even if I had lethal with other cards in hand.

And yes, it is very important to understand that vs aggressive decks the otk combo is not the win condition, but to survive long enough that you overwhelm your opponent just because you get more value from your cards.

Midrange Decks are not the best MUs for this deck. Its main strength are slower decks.
Your main tools against Midrange decks are all removal spells (you can and have to use Moon Fire to remove small Minions or Divine Shields) and the Dommsayers. Especially vs Paladin a T2 Doomsayer is a big tempo gain, because he usually cant remove it.
So hard Mulligan in these MU for all removal spells (excluding Mulch), Doom Sayer and Wild Growth. Throw away Mire Keeper because he is too slow.

Just for other people who have te same question. I would recommend running a second Azure Drake. It fulfills the same task as Thalnos with Card Draw and Spell Dmg. Thalnos has the advantage to have an earlier board clear together with Swipe at turn 6.
Nonetheless Thalnos is always a good investment since he works in many different decks.
