I think you make some salient points, but I disagree with the comments you make about Wild card pools being diluted.
They won't NECESSARILY become diluted, it depends on the future ratio of effects and distribution of power, indeed wild card generation may actually get better!
This being said though I agree that it makes things less consistent.
I suppose you need to see this as reading; 'if your deck has no 2 cost, 4 cost 6 cost or 8 cost cards', which makes Keleseth look like a lazy Susan by comparison! That being said, with an upgraded hero power you can fill in your curve a blitz (at least on turn 2) so the drawback is somewhat mitigated; although not as much as with Genn.
In addition this has the drawback of putting a weak vanilla minion into your deck that you don't want to draw
Although more restrictive than Keleseth, this has the huge advantage of always being active and not requiring a draw, so we will need to see.
I can see what you mean in that none of the cards seem immediately 'OP' or exciting. That being said (as you say) it is early days and there is a lot of potential for new reveals, particularly in terms of new hero cards.
I think that Keleseth was one of the first cards revealed for KOTFT and initially people thought little of him! That being said though the two legends are a LOT more restrictive.
Personally I really like the theme and I am sure a lot of powerful stuff will find its way to us soon!

No it shouldn't as it isn't functionally identical.
If a minion has been out for a turn, and you cast charge on it, it can no longer attack heroes.
If a minion is out a turn and the card 'charge' gave the minion Rush then it would be able to attack heroes.

I feel making it cost 10 is also a fix as it makes the murmuring elemental combo take a lot more setup

It doubles the damage to 6 and then further doubles the healing to 12. As the healing is based off of damage dealt it would be further doubled.

In fact if your deck has no turn 1 play there would almost be no reason not to as it would thin your deck
