Very likely patch specific complications. Afaik this is the patch for the new exp - just not "activated" until release.
So probably problems with the exp quests for Voyage.

Can they fix it? Maybe. That they didn't, lets me suspect much work for marginal benefits.
That the quests are problematic already is pretty evident, considering the bugs and missing exp-quests on "release".
The exp quests don't bring much exp anyways and completion (for the completionists) is still possible.

I have read somewhere, that you not only get your leggo. First month is apparently also some (non-leggo) standard cards.
The rest isn't clarified, apart from the "up to 4 leggos for the entire duration" part, so I can't answer your question.

I never bought the spuer mega big preorder bundle, although I regret not having Hamuul as a hero portrait. :<
