He will proc on his on divine shield loss.. Which makes him a 3-7 for 5.. Not to mention that 7 health with a divine shield is hard as hell to easily remove, especially if you drop him turn 5.. Your opponents best option is using hard removal.. Which in turn limits their ability to deal with your tirion..
Might not see play, but a lot of good cards don't see play.. But to just blatantly call it a garbage card is just dumb..
And the real reason he probably won't see play, is probably going to be because murloc paladin is still going to be more powerful.. People tend to run the most powerful deck for any given class..

That being said, this current set is in no way a great set for them so far. They still need strong cheap buffs to trigger galv quest and they still need a viable 2 drop... (Hydrologist is visible but it doesn't have impact the turn it's played unfortunately)
Like 2 Mana 1/4 gain taunt and Divine shield if you have a Divine shield minion on board would be up my alley.

Why are paladin cards always super overcosted and always asking for impossible scenarios to gain acceptable value?

there's a reason everyone is spamming taunt warrior at rank 5, it counters aggro with taunts and beats control with an non interactive ragnaros power, no real counters other than draw better, taunts beat aggro/otk, ragnaros HP beats any late game deck no counter deck
taunt warrior obliterates hunter and time mage, taunt warriors will try to defend this thoughtless deck untill blizzard finally nerfs it 4 months later so people buy their new non uninteractive cash grab

nothing really beats it consistently, they added super powerful taunts that are stronger than neutral vanilla minions especially so for warriors class cards like bloodhoof brave and tar lord, and to top it all off they have multiple full board clears that often time end with a healthly taunt left on their side and nothing for you
i think it needs to be changed to 10 taunts to complete the quest, its way too easy to play overstated taunts on curve with a ragnaros hero power as the reward, its insane that they thought that would be ok

Well done Kolento make paladin great again, now lets wait and see if it lasts for more than 2 weeks, unlike how Nzoth paladin ended up

Keep in mind paladin was dominating for the first 2 weeks of Old Gods, and look what happened after that
Lets wait untill people stop playing most of the quests that are terrible just for giggles, then see where paladin stands, though i will say aggro paladin is strong against most decks that skip turn 1 and have 1 less card in their hand (obviously)

Trump builds decks that he wants to be competetive, not that will be, paladin deck is the greediest piece of crap ive seen that will have a 80% lose rate against pirates and jades

i would say paladin got some of the weakest cards in the set, but they also got really good ones aswell, tarim, lost in the jungle, hydrologist are all strong cards and something paladin needed to give more early game value that is also good in the mid game
The biggest buff to paladin from this expansion would be that they got their identity back, with reno rotating out paladin is back to having the strongest healing in the game with priest catching up to be a close second, ragnaros rotating out makes tirion stronger in the 8 mana tier slot, paladin is no longer a class with no identity because of reno giving everyone 60 hp
Still not god tier, but a refined paladin quest deck could easily be tier 2, because no one is going to put terrible silences in there deck just to counter a deck that is not tier 1, when jade druid and pirate warrior would get a free win off you which is obviously going to be much more popular
