No, the condition is not easy. Casting 5 spells to activate the effect is a MASSIVE condition because it means you can't ever use this tempo/burn card in the early game, which is where tempo/burn cards are good. 2 mana 4 damage that doesn't go through taunt and only activates on the mid-to-late game is not "almost always good". In fact it's almost always bad.
Also you start by saying that the stats are irrelevant (which is exactly what I was saying so what's wrong with your brain how do you disagree with your own opinion bro?), but then you go on by saying that it's almost always great to get a 2/3 that deals 4 damage, so you make the stats relevant again. I dunno man, minions based on spell synergy or spells based on minion synergy are generally worse than they seem, because of the nature of synergy and deck building in this game.
And the "premium" stats likely won't ever matter because you're never going to play this on curve (or if you do because you need to, it will feel bad because it's a Arcane Servant) and you generally want to burst your opponent's face with it, not make trades.
So it's essentially a conditionnal Heroic Strike or a Arcane Servant, just for the sake of being both in the ideal circumstances. Not very impressive is it ?

I think you are missing an important part about class identity strengths and weaknesses.
Card draw is the main strength of Demon hunter and the main weakness of Hunter.
And you know, this is one of the very few things in this game they have managed to keep consistent so far. So of course you would complain about that.
Also why do you think card draw doesn't match the theme and lore of demon hunter ? What in the warcraft lore says "demon hunters shouldn't be good at drawing cards in a card game" lol ?
1 mana vs 4 mana, what is even the debate here ? They are completely and utterly different cards, it is never one vs the other, they are not in competition for the same deck slot.
At least we have some fun ones and some good ones in there, but more than half the buffs are not nearly enough to make the cards viable or even interesting or fun in any way
Other notable cards are Street Trickster, this is powercrept by 1 mana and 5 health over Evolved Kobold, this is kinda scary honestly. edit : guess I forgot about Guild Trader
Worgen Greaser is still useless and an intentional waste of a card slot, for the third time.
The whole C'Thun package upgrade is imo still extremely passive and slow, and unlikely to have any significant impact on any metagame in the future. I'm still sad I dusted my golden twin emperor not that long ago along with a ton of bad golden TGT/Old gods cards. But still very much appreciated.
Don Han'Cho is a joke in the world of 4 mana blackrock and roll
The warrior handbuff package looks fun to experiment with but this is coming way too late again in a world of full deck double/quadruple stats and for a strict handbuff strat nothing will ever beat Anima Extractor shenanigans

At the same time wouldn't it behoove Team5 and Blizzard from a sales standpoint to balance the game by tuning it regularly instead once every 6-8 weeks
Back in vanilla/early expansion we had to wait 6-12 months for balance changes, I think it's at a good pace now, my only problem is they have few clear target cards and archetypes that they absolutely want to see play so they'll buff them, but there's tons of mediocre cards that will never be looked at because they are intended to be mediocre or have no impact.
You probably just have to accept this is a weak matchup for you, not much you can do as a control deck against otk strategies, even if there were a strong tech against specifically Sif, it would only make you weaker against all other decks, and as control you are trying to counter aggro. Better to improve your strength than mitigate your weakness.
Dirty rat will win the game occasionally and is otherwise fine against aggro.
If you still wanna go through with your idea here are some suggestions that I think might help against Sif mage and also not weaken you too much against aggro. Ordered from best to worst imo :
-Speaker Stomper : Might have to time it properly if you want to delay the combo turn, but also a nice effect in general against mage, and tradeable is great
Cult Neophyte : same reason, but not really sure if one is enough to stop the otk
-Disarming Elemental : pretty self explanatory, try to hit a cheap damage spell with it, against aggro try to hit something cheap or low impact
Blademaster Okani : that's a hard predict for the combo turn or it's useless against Sif mage because they have a lot of cheap cards, but if it works.. well it works, you got one more turn, and it's not awful against aggro. Not great but, not awful.
I'm not comparing it to Keleseth now. I'm comparing it to Keleseth back when Keleseth got released and something like a quarter of the meta was running him because he was OP in that era.

I recently quit Hearthstone as well after playing since beta and missing only one seasonal card back and dived into the world of horde survivor / bullet hell / roguelite.
I haven't had this much fun playing video games in many many years.
Also most games in the genre are between 4 and 20 dollars/euros and it feels amazing, in the last week I've bougth 6 different full games with DLCs and they all collectively cost less than a normal Hearthstone pre order, which is not even close to giving you the full experience of a single new Hearthstone expansion that will only exist in the main game mode for 2 years, and that needs to happen every 3 months if you're a casual player but wish to (barely) keep up with the game.
Full games without microtransaction that will keep you addicted for hundreds of hours. And it's 99% gameplay, no garbage like endless menus, extensive lore, cinematics, good graphics, world building, "mature" story, NPC conversations, everything that sounds so cool at first but actually takes time going through while you wait and do nothing, and keeps you away from actually playing a game.
That also made me quit Diablo 4 because why the hell would I play Diablo for 80 euros when I can do everything that is cool about Diablo in Vampire Survivor for 5 euros, without going through everything that sucks about Diablo. I'm honestly ashamed at this point of how much I financially supported Blizzard games.

But if when facing this deck you think to yourself "oh wow, this is like a better keleseth" then it's balanced just fine and probably not a horrible mistake from Blizzard.
It's a bad and super fun deck to play. Literally perfection. Makes you happy, doesn't kill the game.

I think you are missing an important part about class identity strengths and weaknesses.

Nah bro it's bad despite the buff but it's still a clear buff, before you had to draw it again and then play it again for full cost every time.
Now it's restricted to beast synergy but you summon it back instantly

Out of all the fun but useless cards, all the decent but not good enough cards, they had to buff Kabal Crystal Runner, Acolyte of Pain, Shadowbomber, Tiny Knight of Evil, Silverware Golem. Really ?

You can also try to steal it with The Harvester of Envy + Disguised K'thir / Identity Theft / Murloc Holmes, I think the other options are too unreliable compared to these 3.
