Tried to test it on day 1 of exp and it is quite difficult to get a concrete answer to that question. My perception, based on my results, is that winning if it gives you a little more experience, but the difference is very small, and the main factor that determines how much exp you earn is the duration of the game. To put it to the test, you would have to compare the amount of experience gained after a victory and after a loss in two matches that have more or less the same duration, and I suppose these are conditions that are difficult to recreate in game. At least I haven't been able to do it while collecting my results by hand.
I know most won't be paying too much attention to achievements, but I don't understand the description of that one. I thought it was achieved by activating the card's effect but it doesn't seem to work that way.
As someone who has been playing the card since day 1 of the expansion ... yes, I think it may be a problem. The thing is, it's too easy to meet the requirements to burn at least ten cards from your opponent's deck. Playing against a highlander mage I was able to play two of this guys after he played lorekeeper, so I destroyed all of the late game in his deck. Now ... is it a problem in the current meta? I don't think so, you will never be able to do something like this against DH, evolve shamans and hunters.
Right now I'm 600 xp away from level 18. With tomorrow's quests I should be above level 20, maybe close to 21. I have not done the numbers that I will need to reach level 50, but I do not think it will reach the 7000/8000k that I used to do before an expansion.
I don't know, I think 400 xp per hour is a pretty realistic calculation. I have been keeping track of my games by hand and in one hour and twenty minutes I have achieved similar numbers. In that time I played 10 games with Soul DH and got a little over 500 xp, and this morning I got a little over 400 xp with Libram Pala after playing the same number of games. Numbers vary depending on how long it takes you to play the game. I've gained more experience by losing to a control shaman than beating a face hunter.

Not sure about Kragg but with the inclusion of Tour Guide I think this is way better.
