If you have a regular Rag and craft a golden Rag for 3200 dust, you get 3200 dust. That breaks even. Then dust the golden to get 1600 dust, and the regular for 400 dust. Total = 2000.
So crafting a golden and then dusting it after the rotation is the same as not crafting it at all.
But only if you have the regular legendary already.
If you don't have the regular, then you don't automatically get that 1600 dust when the rotation happens. So if you craft a a golden legendary for 3200, you will get 3200 free dust + 1600 more dust if you dust it after rotation. So you come out 1600 ahead.
Here's a better way to think of it. Here's how you can end up with the most dust.
Already have a regular and golden Rag, then dust both after rotation. 3200 + 1600 + 400 = +5200
Already have a golden Rag, then dust after rotation. 3200 + 1600 = +4800
Already have a golden Rag, then keep it. +3200
Already have a regular Rag, then dust after rotation. 1600 + 400 = +2000
Already have a regular Rag, then keep it. +1600
Already have a regular Rag, craft a golden Rag, then dust after rotation. -3200 + 3200 + 1600 = +1600
Have neither golden or regular Rag, craft golden Rag, then dust after rotation. -3200 + 3200 + 1600 = +1600
Have neither golden or regular Rag, craft regular Rag, then dust after rotation. -1600 + 1600 + 400 = +400
Have neither golden or regular Rag, craft golden Rag, then keep it. -3200 + 3200 = 0 + golden Rag
Have neither golden or regular Rag, craft regular Rag, then keep it. -1600 + 1600 = 0 + regular Rag
Have neither golden or regular Rag, craft both, then dust golden Rag after rotation. -3200 - 1600 + 3200 + 1600 = 0 + regular Rag
Have neither golden or regular Rag, craft both, then dust regular Rag after rotation. -3200 - 1600 + 3200 + 400 = -1200 + golden Rag
Have neither golden or regular rag, craft both, then keep them. -3200 - 1600 + 3200 = -1600 + both Rags -

You are absolutly correct, this would be broken, and it is essentially the effect that the card has. If you had this in your hand vs this getting summoned with the current effect, the net result is the exact same, a 1/1 charger for free that didn't cost you a card from hand.

incorrect, 1 pack = about 85 dust. 40 is the min, but you don't get the min every pack (statistically impossible).
each card has a % chance to be rare (22.84%), epic (4.42%), or legendary (1.10%), which means that the rest are common (71.65%). Dust values for DE of each is 5, 20, 100, 400. So that means each card is effectivly worth 5*.7165 + 20*.2284 + 100*.042 + 400*.011 = 16.96. There are 5 cards in a pack, so 16.96 * 5 = 84.8
Percentages were gathered from the hearthstone wiki which was a study done for 22.8k packs. I did not include goldens, so 85 is a bit low.

I'm not going to check the math, but i think this is spot on. Which means this is a huge negative ev play for the hefty majority.

Even after the nerf, I think Yogg is still too fun to DE. Luckily, I have 2 copies, so I'll definitly DE the spare.

I've actually not played shadowcaster in my mill, but i think it could be pretty good. About alex, I don't think it does enough to win you games. Usually by the time I've got them to fatigue, I've got the combo set up to kill them.

You have too much card draw for mill rogue to work I think. I don't think you actually want the Curator to draw you an azure drake. Arguably, you don't want it to draw you mukla either... going down too many cards if they don't draw. You probably just want to use it as a survivability minion and to tutor your coldlight to your hand.
About BRM leaving, yeah, that will pretty much wreck mill rogue. But it doesn't leave until next year, so you could still mill for another 6-7 months.
