No, the secondary one gets the added charge buff, however, the Underbelly Ooze copies itself AFTER it attacks, so the copied Underbelly Ooze is assumed to have already attacked as well since the Original Underbelly Ooze that was given charge has already attacked. Don't think this is a bug.
