Couldn't pinpoint a single card easily... Azure Drake is (somewhat) objectively the best card in the game, Gadgetzan Auctioneer just enables crazy combos, Coldlight Oracle mills 'em senseless... If I had to choose a single one, though, it would probably be Edwin VanCleef. The brotherhood shall prevail!
I plan to have golden versions of everything I like and use, but that's still a long way down the road...
I maintain an elaborate (some would call it obsessive) excel sheet of my collection that also contains aggregate scores for each card based on the meta snapshots and hearthpwn deck usage. Based on the last 4 snapshots, the top legendaries you're missing are Yogg, Edwin, Malygos, Deathwing, Leeroy, in order. If we only consider the current meta snapshot then Cenarius jumps to the 4th place. If we look at the first 1000 or so hearthpwn decks updated after Karazhan, we get Yogg, Chillmaw, Leeroy, Edwin and Malygos.

Edit: These are just the (somewhat) objective stats. If my opinion counts for something, too, then I aggree with DireDoge, skip Yogg and choose one of the others from the lists above.
Disclaimer: playing it at low ranks, just for the fun of it, but damn if it isn't satisfying watching them mill 9 times for upwards of 45 damage while sitting comfortably behind a Violet Illusionist! :D Replaced Yogg with Ysera btw...
You are probably right regarding the number of hard core arena players. Also, the other aspects (win counts, achievements, etc) are a good point. So let's expand the discussion to making arena a first class citizen...
And while the ranked and/or global change requests may simply get more press by the sheer number of people, I still think "arena equality" would have more than enough votes to make it matter.
If, that is, we would find a way to get something viral/meme going :) I'm not really social on social media, but maybe we could start an #ArenaEquality trend or something... Maybe Blizzard would realize that arena is significant enough to merit more of their attention...

It's nothing new (as a few past threads and lots of reddit posts show) and they even virtually confirmed it in last year's Blizzcon Q&A (Ben Brode himself said that he'd wanted it for ages). It also makes sense for making all arena rewards relevant to arena only players as they would have some incentive to spend their dust / manage their collections better to be able to use golden cards in their arena runs... (better explained here).
So yeah, it's on their radar (tm), but how do we show it's important to us? Petition? More forum posts like this? :) It can't be harder/more technologically advanced to implement than deck slots, can it? :D What do you think?
Definitely needed the Abomination / Unstable Ghoul replacements + I put in a second Execute for those pesky Knives but after that, worked like a charm. Two turn kill with a 17 attack Frothing Berserker... +1

There are at least 2 inconsistencies on this page alone...
Xxpapaya said Mechwarper and staple in Mech Mage. The Goblin Blastmage reply is totally fine, but the following is Ragnaros the Firelord, which I assume yould also be considered a Mech Mage staple, but is clearly not a 5/4 with "random" in the text... Better choices for that would be Confessor Paletress or Madder Bomber.
Secondly, somehow we continued with the Ragnaros the Firelord line, and came Baron Geddon with the AoE requirement. This also saw 2 different answers, namely Coldlight Seer and Flame Leviathan. (As Flame Leviathan does not have shit stats for its cost, I assume it's there for the AoE)
Let's focus a bit more, shall we! ;)
I suggest we continue from the Goblin Blastmage derailment, so:
