I agree with your sentiment completely. It is pretty clear that Ice Block will be Hall of Famed next spring. This tells me that Blizzard has wisely realizes that freeze mechanics are not interactive and can't be tier 1 decks anymore. With that premise in mind, I like most of your cards except for Glaciate. Arcane Intellect is draw 2 for 3 mana and is in a majority of mage decks. Glaciate on average would probably be even better. I think it needs to be toned down to draw 1 extra card if an enemy is frozen.
I guess you could, but I'm pretty sure you won't get full value the way you will with warleader. Blizzard does love their murlocs though. I don't think the quest will ever be tier 1, but I wouldn't be surprised it it were tier 2 by next expansion. They add new murlocs in every expansion. If jade druid and pirate warrior have taught us anything, it's that blizzard likes to give easy to manage decks so lesser players can achieve a higher rank than they should for daily and monthly rewards. I could see this quest as vehicle for that. I would suggest you wait 2 years until it rotates out of standard if you can. Your call.
I would do it every 4 years not in the same year as the summer or winter olympics. Or if it is not profitable enough, then attach it to the end of the winter olympics. Winter olympics feels like it only has half of the events compared to the summer olympics.
Bloodlust is by far my most hated card in the game. It can be very annoying or impossible to play around with the shaman hero power. one card, 5 mana deal 12 -18 damage is a good way for new players to find the uninstall button.
I think the card is op. I would like the effect to to say " cast this again with 1 less health but not less than 1health." Yeah, it's wordy but that is the effect i would like to see. It would help warlock out get better.
Yes. I think actively milling as a win condition is dead in standard. I remember the first time I was milled. I had no idea I would be taking damage from an empty deck. I was pretty mad about it back then. There is not a worse way to lose a game as a new player and Blizzard doesn't want newer players finding the uninstall button!
If you want to actively mill then wild is the place to do it. The new rogue weapon is a good example of how blizzard continues to support it for wild but they won't give you enough tools to do it in standard anymore. As far as I can see, your options in standard are warrior,rogue, druid, priest, and warlock. Priest and Warrior can passively mill for a win by outlast an opponents deck. Rogue does it the same way as in the past. I like running 2 copies of naturalize in druid because players are holding more cards in their hand due to the new control meta. Warlock got a couple of new cards as well that take cards out players hands and decks.
Blizzard logic: We will give the good guys (Jaina and Uther) secrets and our main villain (Guldan) no secrets just like every fantasy novel and movie. Oh, and while we're at it let's give rogue plants because we don't have another class that focuses on nature.
Aside from reducing the range of possibilities with discover and adding random cards to your hand, I think blizzard should show the opposing player 1 or 2 features of the card on the card back. For example, the card could show the rarity stone, attack, health, mana, keyword(s), or the tribe (obviously not the picture). Knowing 1 or 2 features of a card can reduce the possibilities and allow the opposing player to deduce the random card and possibly play around it. It also promotes indirect interactivity from the nonactive player. Spells would have to be handled differently from minions. That would be my solution.

I am not opposed to players being able to rent a set of decks (as long as they are not all high tier decks) until they can build a decent collection.

I don't see why it matters where it gets summoned from. Gambit: When you summon this, do something. I think this is easier to understand.
