You never need to spend any money at all to get access to any all cards and play modes. Yes, this game is F2P.
In order to get access to all the cards (if not spending any money at all) will require a substantial time investment, especially considering this game has been out for 2 years and has had multiple expansions/adventures. In order to be competitive in this game, your friend will either need to spend time or money. Yes, the game is F2P, but it may not be fun starting out if you go the F2P route.
Blue tracker is not staying active between sessions (pack leaderboard appears each time I visit site). And I don't see an option in preferences. Did I miss it somewhere else?
Probably anywhere from 5-10 hours of gameplay depending on how efficient you are.
IMO, choose either blood elf (horde) or Draenei (alliance). These starting zones are the most straight forward/efficient. Choosing orc or tauren will cause to to do a LOT of running around. Gnome and dwarf are pretty bad too.

Early game - I'd rather not ramp up my opponent unless I get immediate value
Late game - who gives a shit about a 4/4
