Nothing special would happen. End of turn effects are specific card text. Spell effects that expire at the end of the turn can't "expire" twice. So if you were thinking that the potion of madness target would come back to you I'm 99.9% sure that's not how this works. -

There will be times when the opponent will not have an answer to Rattling Rascal, in which case 4 Mana for a 2/2 and 5/5 will be an incredible tempo play. Sadly, no competitively viable card ever bet on the opponent not having 2 damage to spare.
There are ways to abuse this card. Possible combos exist with bounce effects or cards like Treachery. That said, we've already seen similar cards with poor bodies and strong Battlecries in Big-Time Racketeer and Bomb Squad; decks that are built around abusing said Battlecries are not commonly played.
There is some nuance to this card, in that your 5/5 is summoned before your opponent's and therefore can attack first. That can be an advantage. Suppose you run Rascal in an Aggro deck. First, summon Rascal, giving you a 5/5. Next turn, opponent kills the Rascal and nabs a hefty 5/5 of his own. On your next turn, you attack face with your original 5/5, dealing 5 damage. Finally, your opponent trades and kills your 5/5. A realistic scenario, in which Rascal reads, "4 mana: Summon a 2/2 and deal 5 damage to the enemy hero." Not overwhelming, but fair.

Comparing it because they're both 3 mana 3/2 weapons? That's just dumb. Rogues have always had access to a 3 mana 3/2 weapon since vanilla. It's Called Hero Power + Deadly Poison. Voila, a 3 mana 3/2 weapon with a single card. If having access to a 3 mana 3/2 weapon is all rogues needed, we'd be seeing Deadly Poison everywhere.
The real question is whether that first turn immunity is what makes this weapon viable, not the fact that it's a 3 mana 3/2 which rogues have always had. And in my eyes, not really. Playing on curve, it will save you about 3 health on average I'd imagine. And while that's not bad, it's not that good either. Playing it later so you can smack deadlier minions with it seems more beneficial but at that point, you may be better off simply playing better removal cards in general, which rogues have in abundance.
In arena, this card is going to be great as weapons generally are. In constructed, I don't see this card being played. I'd rank it higher than bad but lower than playable. If there was an 'Arena Viable' vote, I'd put it there. Since there isn't, I'm voting bad solely based on constructed play.

And a Poisonous 2/3 certainly represents a much greater threat than three 1/1s. Being able to trade up with your opponent's largest minion out of nowhere for 2 mana is a ridiculous tempo swing. Even if they do use a spell to remove it's still an even trade card-advantage wise. This card certainly seems to be one to watch out for, especially from sources capable of randomly generating it.

One always gets 1 card when it dies, the other has insane combo potential and can get you cards the turn its played. Your deck is almost always going to have something on the board to kill for a draw.

As it stands, he's an overpriced card that is way too weak to removal and sees pretty much no constructed play. I think it would have been so much better if he would have been immune to spells, kind of like Soggoth the Slitherer. Before you go on about how that's power creeping, Soggoth really sees no play either and you would still need some sort of elemental synergy with Ozruk. I don't think he would be completely game breaking this way either, he would still die to things like Deadly Shot, Equality, and The Black Knight but he would at least feel like a powerful legendary in this case. Teching in The Black Knight wouldn't be a terrible idea with all the taunt cards anyway.
Now if you look at the Stonecore dungeon in wow, Ozruk actually had a spell reflect mechanic where casters would have to stop casting, otherwise they'd be hit in the face by their own spells. So this would have even made sense lore wise. Another way to interpret it would have been to give him some sort of aoe deathrattle effect. This would have been perfect considering Chillmaw just rotated out of standard, and imagine how good he'd be in a deck like N'zoth priest in that case, considering there's already some elemental synergy with Crystalline Oracle, Lyra the Sunshard, Volatile Elemental and Radiant Elemental.
As it stands, he's kind of a useless card, that will only ever see play if you manage to get him from Servant of Kalimos, and happen to have a bunch of Flame Elementals lying around in your hand. Even then, you have to pray your opponent doesn't have removal, because 9 mana for no immediate effect is rarely worth it.
It's just a shame because he even has a song made by the same guy that did the Jarraxus one:

The point of using Troggzor the Earthinator is that before he was introduced to the game, in the pre-GVG meta, Miracle Rogue was quite popular, and people thought that this card would be insanely overpowered. People thought it to be the best card of the expansion and overhyped it beyond belief. Turns out the best card was indeed a 7 drop, but it was Dr. Boom, which basically completely negated the Trogg.So, to this day, any overhyped card is named the Troggzor the Earthinator of the expansion. -

The lack of brackets around the number 3 bugs me. Compare this to Preparation. Can you please hire some competent card text editors, Blizzard?

Why would it not? "Your next spell this turn costs 3 less", when cast twice, equals a 6-mana reduction.
Btw, I just noticed there are no brackets around the "3" in Haunting Vision as you usually would have when referring to mana cost. See e.g. Primordial Glyph and Preparation. Blizzard (in)consistency for the win.

It would be busted if it cost two. Divine Spirit costs two and doesn't draw you a card, plus you need the minion to be on board before buffing it, where it can be damaged or killed if you can't do it on the same turn. This card draws and buffs the minion while it is in your hand.

This is basically a Divine Spirit that tutors a card. I'll say it is costed fairly (especially for Druid) and could see play in some decks.

I did consider carefully the interaction with the Hunter Quest but think it's balanced. In Quest Hunter, you actually draw your Raptors less often than you'd expect - almost every other draw will not be a Raptor. So you are not going to be chain resurrecting this minion on a consistent basis. Plus even when you do, you are only trading up a 3/2 for a 4/3 which helps you control the board but poses no immediate threat to the enemy hero and can still be silenced/transformed.
Plus this doesn't work against, say, Odd Paladin which has boards full of small minions which you can't use to kill your Sandworm and which they can buff on the next turn to kill you.
So all this does is to make Quest Hunter somewhat more viable. I can think of many existing decks that would still be more powerful than this.

This won't happen because the copies are only shuffled after the next card is drawn (from an empty deck - so they will take fatigue damage).
Why did you think Blizzard specifically added the words "After you draw"? It's precisely to prevent obvious cheese strategies like this.

No because the shuffling only happens after the draw. So it will not be an OTK - instead your opponent will draw this card, then attempt to draw another card (and take fatigue damage), and then two copies of this card will be shuffled into his deck.
