Super lazy design. Probably the same guy who came up with the Warsong Commander nerf :) Blizz has already played around with hand buff Paladin and Warrior. They came up with something viable with Libram Paladin. For warrior, it's more of the same failed design with boring one off + stats.

I have seen reports that it actually works with Broomstick enhanced cards.
