I think the great thing about Bonemare is , that it helps midrange decks (like Murloc Paly) to snowball harder on the Board and to maintain stability against control decks in the mid to lategame. It has an especially outstanding synergy with Paladin .

But I feel you :D It is a very popular card in standard , and the main reason might be the 7 mana spot beeing relatively weak in standard .
Or let me re-phrase and say : It is understaffed.

There is one main issue with Bonemare though and that is a situation , where you don't have the advantage over your opponent .The worst scenario for Bonemare is an empty Board , so it is not outstanding on it`s own . Otherwise Dr. Boom is powerful as a midrange minion on it's own . I wouldn't compare them too much , because they are strong in different situations.
