What's sad is how much of a lose/lose people put companies in. Blizzard refused to allow free lvl X characters for a long time on WoW when other games were already doing so. For like 8+ years they got reports from players of gold/character farmers ripping them off. Then they finally implement a system to allow it and people point to it as an example of how greedy the company is. They literally were begged by their player base for that feature and now its proof of how greedy they are.
There isn't really a lose-lose situation. It actually helps Blizzard that people think a company has no choice but to take advantage of their customers. That's completely false. Companies can easily be run on a true free2play model. League is the prime example. Even though a moba is much different from the card game genre, the basic premise still stands: You can be successful while keeping your integrity as a game producer. Witcher 3 is also taking a stand against paid DLC, which is another form of money grabbing that spawned from the expansion system, only targeted toward the console market.
Hearthstone isn't a deep enough card game to effectively cut out netdecking. It takes years of time and a much larger card pool. Hearthstone will never reach the complexity point of Magic or other card games because the casual market makes more money. What do casual players do? Look at WoW, they had to take out the previous talent system because there was always an optimal build. Blizzard still struggles with this today, and the hearthstone team isn't big or veteran enough to fix the system, nor are they under any inclination to because it's much more cost effective in their approach now.. They make a lot of money. The best advice I can offer you is go against the grain and have fun laughing at the netdecks you beat with your own custom playstyle.

Go look at the mess WoW is in right now. The game is good, and I'm enjoying it while it is good. I happen to have money I can spend on the game, and I like cardgames, so I do. But don't trick yourself into thinking Blizzard sees you as any more than a profit margin.
Blizzard likes money first and foremost. We all know this, just look at their other games. You can buy a level 90 in WoW right now. Pretty sad. The game itself is pretty neat, but it's run with the intention of making money and ONLY making money.
Haha yeah :p I would have been especially upset since I just made a control priest deck that uses golden ysera very nicely. Such a cool card. Dr. Boom and Golden Ysera are in the same deck as well :P irony. It's especially cool cause any guard you get off the draw is also golden. Same thing applies for thoughtsteal and similar cards. In case anyone was thinking about crafting valuable gold cards.
There's no real use for the emote function gameplay wise, and people just use it to be annoying. Have it as an option on the menu screen or something. I have a feeling most people here are annoyed by the emote spammers. I'm kind of surprised blizzard hasn't already implemented it already.
Based off of that, and given the two choices of Rag or TBK, I'd say TBK. Rag is useless is zoo decks so that's already 20% use gone. He can be played with mage, but you have better options already, and in Mage's case Antonidas > Rag any day. Meanwhile you can use TBK in a mage control/tempo deck because it's battlecry is just that useful. So that's 50% of the time you'd already have more value with TBK. The last 50%, Paladin, is also in my opinion much more suited to TBK. Another bonus of TBK is it's 4 attack, which is the priest sweet spot for avoiding both of their main removal options.
Mech Mage is great with Antonidas but his effectiveness has been reduced because EVERYONE is prepared for Mech Mages these days.
I am currently favoring Paladin decks lately and I don't make one without TBK. Sludge Belchers are everywhere and there are other targets just waiting to be hard countered. Not to mention TBK's battlecry goes through divine shield.
The giants are only really necessary for handlocks and some midlock decks.
Ragnaros is probably the only legend from your list that I'd think about over TBK. He's a huge 8/8 body that can at least get out a random 8 attack as soon as you drop him. If you opponent already wasted their BGH on Dr. Boom, he's a huge menace.
Personally, I play Paladin control/tempo decks that make much more use of TBK. I would choose him, but also know if you make Rangaros, be prepared to have at least Dr. Boom in the deck with him, or another target for BGH.
So, two weeks later after deciding NOT to DE Ysara. I managed to scrape enough dust together for Dr. Boom from extra cards and a few bought packs.
To anyone else in the situation, here's some unique perspective: I managed to get by with the best of both worlds, but I know I would have deeply regretted DEing Ysera. Dr. Boom, as should any card being so heavily used, is being hard countered in pretty much every deck by BGH. I try not to even use him in decks lately just because of that, and opt for legendaries at 6 attack instead.

The point of this deck is mostly to satisfy my own play style as well as try and catch this meta off guard. I am also looking to improve it with help, and maybe give some other builders out there a good idea or two.

Arcane Nullifier X-21 : This is actually one of my favorite cards, period. I love the frustration from control and combo decks as they are not able to deal with him easily at all. He does have a few weaknesses though. He can't be easily buffed or healed, so aggro decks can usually run him over without a token being left behind like Sludge Belcher. However, I've added many elements into this deck to help those aspects.
Avenge : Next to my favorite minion in the game is my favorite secret in the game. This secret is actually a very good way to buff Arcane Nullifier X-21 as well as providing extra value to all of your cards. All for only 1 mana! You can ruin your opponents plan when suddenly that second of three Silver Hand Recruit is suddenly a 4/3, or that shielded minibot you were just about to deal with becomes a 5/4 possibly with divine shield.
Acolyte of Pain : I actually think this card is pretty low value, even though a lot of highly competitive paladin decks are running one. However, he has a nice place in this deck because he can also be paired with Avenge for a card drawing machine. Not to mention he's nice to have around just as a target that your opponent needs to deal with.
Troggzor the Earthinator : I put in Troggzor after seeing that StrifeCro updated his Streakadin deck with it. I agree with his reasoning, and think this card fits this deck very well.
One of the weaknesses of this deck are weapons in general, especially warrior's Death's Bite. You can switch out Loatheb for Harrison Jones if you're facing a lot of weapons/Lord Jaraxxus warlocks. I have Loatheb currently because those decks generally float higher in the ranks, and I haven't really gotten the chance to rank grind this deck yet.

Reincarnate and Feugen/Stalagg - When done right, you can have multiple Thaddius
Voidcaller and Doomguard - It's just so cool to have a plan come together as effectively and often as this one does.
