I opened 17 more then you and only got 2 as well

I opened 67 packs and only got hakkar and undaataka. I feel extremely robbed. I was under the impression that 20 packs was the "pitty timer" but I opened 31 packs and didn't get a legendary. This left an extremely bad taste in my mouth and I may never pre order again.
In the interest of fairness I'm only as upset as I am because of the legendarys I received. If I would have received 2 better legends such as any Loa or Champion I wouldn't be so upset. But it seems I got the 2 most common legendarys. It just doesn't seem fair for $70 spent.
