People have such messed up perceptions of card power in HS. I feel like fewer people would complain about Tickatus if it said "deal 15 damage to your opponent."
Like, seriously. People mad that a few cards they haven't even drawn get destroyed... in a meta where multiple decks can outright kill you on turn 7. You know what stops you from drawing more than 5-10 cards in a game? Dying on turn 7.
They'd rather lose a game on turn 7 after drawing 9 of their 30 cards, than win a game where they drew 20 of their 30 cards, just because they saw 10 of those cards burn up.
If Tickatus said "put the top 5 cards of your opponent's deck on the bottom of their deck" would anyone care? Because in any game that doesn't actually go deep, that's what it effectively does.
Well, no that's not what he actually does. he destroys the cards, which is precisely the problem people have, because it ruins a lot of control games. Lots of people actually like playing decks where the game isn't over on turn 7, and when they finally get the chance to play against something else than aggro, well they play a control match where the opponent just destroys 10 cards and wins just because of that.
The problem with Tickatus is that with just 2 cards (tick + y'shaarj) you can single-handedly win a lot of control matchups while your opponent gets no real shot at winning. It's like a hero card that generates infinite value, you can win a lot of control matchups with just this card, except it's actually way better because :
-It's not a tempo loss, especially the second one with y'shaarj
-It can win you games againt combo decks
-It can come out as soon as turn 8, and randomly discard cards so important the game is over as fast as an aggro matchup, making it sometimes super powerful and frustrating.
-It can ruin techs that you mentioned against it. Elysianna isn't a reliable solution, because by design of Tickatus it can be discarded by Tickatus. So it's pretty funny when a totally fun and interactive card can counter its own supposed counter. Kind of like if you printed a well stated weapon with battlecry : destroy all oozes and stickyfingers in your opponent's hand or deck.
People reclaim for this card to be nerfed / deleted because on top of it being extremely unfun, it's also reliable an not "just a meme card". Also, i don't know about people saying Tickatus isn't in every warlock deck, every warlock deck that isn't zoo runs Tickatus, be it C'thun, Rustwix, Galakrond, Rustwix-Galakrond, or just the pure degeneracy of felosophy tickatus lock. It's omnipresent any time you face a non-aggro warlock, and it ruins so many matchups where you could have a little control fun that yeah, people complain about it.

Sword and Board/Shield Slam, Ray of Frost, Twin Slice, Desperate Measures, Renew/Penance, Praise Galakrond, Rain of Fire. There's uses, my guess is - it will be used in a few highlander control decks that doesnt have a better option against early pressure.

I like your deck, first matchup was a thief priest, and priest won ofc. But then I took out 1 Corsair Cache, 1 Ramming Speed and the 2 Wrenchcalibur, added Bulwark of Azzinoth, Sweeping Strikes, Plague of Wrath and one extra Scrapyard Colossus, and won the following 4 matches.
I will miss the bombs versus highlander decks but is still winnable

you want to find the other 3 weapons, I wouldn't add it. The deck feels very well balanced when you play it.

You will more often than you realize, play Galakrond for completing quest, which makes the hero power gained from playing Galakrond, turn into double battlecry.

This deck is like being on the backseat of a car, going along for the ride. So if you like to win in HS while not paying much attention, this is the deck for you.

Thanks for sharing this fun deck, will test more in casual, haven't lost any encounters yet. A few concerns and thoughts:
Hench-Clan Hogsteed, why not Bug Collector? for the battlecry and evolve synergy.
Hoard Pillager seems greedy, I can see the insane value, but more often than not, the battle cry will not happen and it will be played for evolve reasons instead.

Currently diamond, but I believe it can take me to legend. I removed both Dune Sculptor since I lacked draw and already have Font of Power. Tried the deck with Exotic Mountseller and didn't have much success with it, only a few games were won using that strategy, but could win those games without as well.
