It is possible now. Complete the 2500 quest, then re-roll a 1750 quest and you can get the 2500 one again.

I had one copy of a rare and a golden copy. After I collected all other rares in the set, the next rare I opened was the second copy of the rare. So I think the same would work for legendary.
Based on my example above, I have a golden Black Knight, but not regular. I'm predicting after I collect all regular copy's of legendary then next one won't be duplicated but will be guaranteed regular black knight.
This is assuming you have not disenchanted copies of the card, since the system actually remembers what you've opened and not just what's in your collection at the time you open the pack.
