Had the same issue, had to go through the tutorial on mobile, then i could start it on PC as well, but before it the button was useless. Dont downwote him, its a real issue...
I was looking forward to this gamemode, but i cannot even play with it ,because the Mercenaries button with the blue outline and a flexing NEW banner does not want to start anything for me, even after waiting a whole night (thought maybe its because of the high traffic, the server just doesnt let me in but thats not the case). Also the game crashes EVERY SINGLE TIME, i try to close it (new feature since 21.4).
The button is live but clicking it does nothing for me, multiple restarts, even region change, but nothing happens when i click it. And yes, it should be live in my region for like an hour now.

I think its based on MMR. I mean the 10 or 11 stars. The different ranks give consistent stars up until diamond i think.
