Both suffer from punishment of drawing in the wrong order, but both are built to draw reasonably well. However, Quest Rogue at least requires a little bit of planning and setup, where as people can do stupidly well with Pirate Warrior without trying. I could find a toddler to give my phone and they would get me to legend with Pirate Warrior by the end of the day, the skill margin is so nonexistent.

Pirate Warrior will always be more despicable, even if Quest Rogue ends up being the top deck. At least Quest Rogue requires some strategy. Pirate Warrior is simply just play on curve and smorc. 

Tbh, the only real hurdle in fatiguing a pirate warrior with a control deck, is that they generally just concede. But it does feel good to run an aggro deck out of resources.
