You CAN dust old copies of the cards in the legacy set, and you still own them, you're just looking for them in the wrong places. Look under "legacy set" in your collection, there you'll find your own Braon Geddon etc., perfectly dustable if you want to. And no, you won't keep the core cards if they rotate next year, so it's a bad idea to disenchant the copies you own in case you want to play them in another format when they are no longer part of the core set.
I mean, some of them are nerfed cards reverting back to their original form (Execute and Equality for example), the power creep argument doesn't really work on them. I'm not saying that there hasn't been any power creep at all, but it's more nuanced than you're making it out to be.

Hall of Fame was abolished last year when the classic set rotated out in favour of the core set. So no, no automatic dust refunds this year either, and probably never again.
My guess is the achievements will stop granting xp when the next patch launches, probably on Thursday - but it could be as early as tomorrow after the announcement.
I like the Discover keywork in most circumstances. I agree when you say "It helps with the rock-paper-scissors feeling of the game" and that's the main reason why I like it.
Personally, I'll feel better when the Study cards rotate when Sunken City releases, because those cards proved (in my opinion anyway) that cheap/0 mana card generation is too powerful.
Tracking isn't card generation though, it draws the card from your deck.
I still have tons of fun with Hearthstone. If i didn't, I wouldn't play.
It's fun to see how people's perception of past metas change as time passes. I remember when everyone HATED the Gadgetzan meta with Patches the Pirate and pre-nerf Small-Time Buccaneer. So many decks ran the Pirate package that they literally printed a hate card the next expansion in the form of Golakka Crawler. Or how about jade Druid? That too had a hate card printed to deal with it.
People complain about power creep, but there has been soooo many busted cards throughout the years, so many frustrating decks to play against - and, for me, so many fun, crazy moments that it's kept me playing for almost six years.
Fuck you, Kazakusan Druid who transformed ny Mi'da, Pure Light using Puzzle Box when I would have completed the achievement next turn. You had already won! Why, oh why did you feel the need to transform the board?? I was soooo close :(
Are quests really that much of a problem right now? The only quest deck I see consistently on ladder is Pirate Warrior, and that's getting nerfed tomorrow. It seems to me that the most problematic quests have been nerfed enough to have reached an appropriate power level, and many of them will get weaker with rotation: Warlock is losing Raise Dead and Backfire, Mage is losing Brain Freeze, Primordial Studies and Cram Session, Shaman is losing Lightning Bloom, Instructor Fireheart and Serpentshrine Portal, just to name some of the most prevalent cards.
The dust refund is still live,and will be for the remainder of the expansion as people will continue to be able to open the opposing factions leader until they have completed the honor quest.

Everyone will get a diamond copy of the winning faction's legendary. From the 21.8 patch notes:
At the end of the event, all Honor will be tallied and the winning faction’s accomplishment will be forever enshrined in Hearthstone, because every player will receive a Diamond copy of the winning faction’s leader card
The dust refund is still live, and will be for the remainder of the expansion as people will continue to be able to open the opposing factions leader until they have completed the honor quest. I know, because I too was unlucky and opened the opposing factions legendary the other day, and I was able to disenchant at full value despite the fact that the recent nerf refunds had expired.
It is correct that you have until the next expansion launches to complete the honor quest, so not reason to fret - you have several months left.
If you click on the Honor quest, you can see how far you've come in the quest chain and how long you still have left to go. Remember, you have until the next expansion launches to complete the Honor quest, so there's no reason to hurry :)

Yeah, they messed up the reveal. The link is to the current core set, not the new one... They should just have made a blog post with ALL the changes.

Yes, you can unlock the treasures in normal - it's also a great way to get to know the meta before venturing into heroic.
