     I understand what you are going for. A really powerful Lore Character card with a powerful lore related effect. Looking beyond that, this card has a ton of issues. Firstly, There should never be a card that requires other legendary minions to be in your deck. Imagine how a free to play player would feel about unpacking this card without owning any of those other legendaries. 
    As for what the card actually does, it's too complicated. While I like cards that encourage building your deck a certain way, But Seal cards are way too complicated. Each 'Seal' card should have only two lines of text, as opposed to the four lines you have now. I like that the card gets cheaper the more seals you play. But that text is seriously cluttering the cards, and anyone not invested in the lore is not going to have the patience to read and process all of them.
    I would simplify the card massively, Roll with the Dragon Aspect them, or the Seal theme, but not both. Here is a potential redesign that is both lore friendly and simpler. "Cost's two less for each dragon you have played this game. Battlecry: Discover a legendary dragon." Or "Battle cry: Shuffle 6 seals into your deck" And change the seals to 5 mana "Summon Malygos. Add the last spell you played to your hand". I don't want these recommended designs to influence you too much, but hopefully they are a good starting point for your card's design.     And now lastly I have reworked my card slightly and I would like some feedback on which version is more balanced.
    For balancing purposes. I am comparing the card to Ironbeak Owl and Spellbreaker. Seeing as while the card does in fact transform a minion, the minion still has rather high stats Evil Heckler, and is not a useless 1/1 like most transform effects. So it's closer to silencing a minion, especially if you don't have an answer to the Heckler. That said the card has effects that separate it from the two previous cards. 
    -It can be used defensively to transform one of your minions into a 5/4 taunt. Not bad at all. In this case the card is more powerful at 3 mana. Due to it's more flexible early game use against aggro.  
    -At 3 mana this card plays much nicer with cards like The Black Knight as well as other removals. Which concerns me actually because the card might be to easy to combo at a lower mana cost.
    -At 4 mana the card trades with the Heckler. And has some actually decent offenses. I am just afraid that at 4 mana the card loses it's defensive value.
    -The card is a bit more fair at 4 mana because while Evil Heckler has a decent sized body, it is much preferable to dealing with a Deathwing. See Pre-nerf Tinkmaster Overspark for how OP that can be at three mana.
    -Speaking of the Tinkmaster, I don't want the card's effect to be random because that would make the card terrible in my opinion
    -I don't want the card to cost more than 4 mana simply for flavor. Jerry is a crappy stand up comedian, not a badass hero with epic power.

     Damn, that's good. I think the statline is about right for the cost, but I think it might be better as a higher cost minion. Say, a 4 mana 4/3 or a 5 mana 5/4.
    Thank you :3 I will think about that. I wanted it to be three mana because it would let you get the Heckler a turn early if you played it on your own minions. But for the sake of balance, I think having an all class 3 mana transform card is a little too strong. Also at 4 mana it can trade into the Heckler cleanly. I will sleep on this idea.

    This was a really pleasant competition. Cards had to be simple, yet creative. Making it surpringly difficult. My favorites have to be

    Faceless Lurker: I always loved minions that duplicated themselves. And this has the potential to snowball out of hand if played at the right time. Fun card.

    Exalted Herald: I don't think this card would be very good because the requirements are strict. But overall it's a brilliant concept, seeing as any playing FTP or not can make a deck of commons, and it opens brand new deck building ideas. I love it overall.

    Lumbering Oaf: Great flavor, good use of enrage, and tricky to remove. It's a card with a surprising amount of depth for how simple it is. So it gets my vote.

    Board control and more board control. You have to be ready for Barnes on turn 4, and ready to deal with a large minion on turn 4. If you dedicate all of your resources to this, they will run out of ways to kill you.

     I like Sleight of Hand. Partially because I have always wanted a way to give my opponent weapons. Also that flavor text stole my heart.

     If the last competition was any indication, removing cards from your opponent's hand or deck permanently is usually a very unpopular decision. It's an interesting angle of attack, but not exactly one that would fit in with Hearthstone.

    I do like the "hand attack" concept though. Maybe something less destructive? Like swapping mana costs with your opponent's hand?

     One idea I had was making it so the battlecry only triggers if you and your opponent have the same amount of cards in hand.
     I don't like that idea simply because it makes the card text too cluttered and too situational. You almost never have the same cards as your opponent. I also honestly think the card is not a very original idea since priest already has so many cards with similar effects, that said you should prove me wrong if you truly love the idea and make something original out of it. I personally think it should target something specific. Though what that specific thing is, is up to you.

    I was a little afraid of this week since I figured most of the voting would come down to whole appealed to the most fans. But turns out there are a lot of quality cards this time around. Still, only two get my vote.

    Black Illusion ritual: Is my absolute favorite. A creative quest with fantastic flavor, new effect, and just overall fun. (I personally get tons of pleasure from destroying my own minions.) The only issue is the reward is HARD countered by silence.

    Pokeball: Good flavor overall, it fits priest, and its fun to use. But I fear it might be too good since Priest allready has so many ways to get minions off the board. Still I gotta commend this card.

     

    Honorable mentions: Yu'Jo Friendship:  I LOVE this card. But it's ruined by the fact that its 10 mana. Your opponent could just be a jerk and not emote back making you waist your turn. I think it should be zero mana since it requires consent from both sides to trigger.I just cant see a tune when you want to play this at 10 mana. Your opponent is always at an advantage since they dont need to do anything to get it's effect. I adore the flavor though, and at zero mana, it would have my vote for sure.

    This is my second attempt at Gengar; allowing it to inflict varying damage gives it more opportunity to be effective and unique, hopefully. I'm thinking about upgrading it to "Sabrina's Gengar", a Legendary, so you can't run two.

    Again, playing off the PokePower/passive at the top.

     Got quite a few problems with this one. First off, the art doesn't work for this weeks theme. The art has to be directly from the card it's self. Which is kinda hard with the Pokemon TCG, but what I have been doing is finding a large image of the card and zooming in. Even so, I would find a better card to represent Gengar art wise, and would make Gengar a demon, since it basically is one.
    As for the effect it's self, its too complicated for an epic minion, and is more suited for a legendary minion. Even then I am not a fan of this effect, since it's not very intuitive. I get that you are referencing the card it's based on but you have more freedom than that with this week's theme. I would find a way to reword the text, or look into Gengar's lore to come up with a effect that is still fitting flavor wise.

     Wingbeat of a giant dragon has way too much going on in my opinion. I would remove the "twice it's attack" text to simplify thing for a bit. (Nobody said there would be math!).
     Mazera Demon confuses me a little. Does it mean ALL of your demons? Or just the demons on the board? If the later I think it's too weak, if the former I think its actually a pretty strong card seeing as you probably will only get to trigger it's effect once if you are lucky. This one is probably my favorite of your current three. Allthough its a close tie between this and......
    Dark Ruler Ha Des is an interesting card, and I like his effect quite a bit since we have yet to be able to discover enemy spells. The fact that the spell costs health gives him a chance to have an instant impact on the board. It fits the flavor of warlock and is just a quality and unique card. Especially since you can hold onto the spell.
    Overall I think your flavor is on point for all of these cards, and you are being smart about what cards you pick. 
     
    Now for my cards. I chose to do Pokemon TCG to challenge myself since the art and names are the furthest from HS, and I have thought about Pokemon based HS cards for a while now. Here are my current three
