Weapons are still rampant in Warrior, Paladin, and occasionally Shaman, but not enough at a rate that it warrants Harrison. Overall Cairne is just a much more solid investment.
Depends on which classes you are maining. Cairne will be playable in many more builds, but Xaril will be much better in Miracle Rogue/Rogue in general. Take that as you will.
Tempo Mage is a controlled game of chance, as is much of Hearthstone in general.
Why do you think people played Dr. Boom? What made the card good/hard to play around wasn't the 7 mana for the 9/9 stats, but the two 1/1 mechs that potentially did 4 damage upon death.
Yup. There is literally no downside to doing so, as you are getting the dust amount back required to craft them again (if you change your mind in the future).
Based on my experience, it is better to disenchant bad Legendary cards that you will never use to craft Commons, Rares and Epics for your decks. Rather than having one "good card" that may slightly impact your game, it is much better to have many solid cards to increase the consistency of your decks.
However if you pull a staple Legendary such as Vek'lor or N'Zoth, I do recommend keeping them, as their use will be long lasting.

The two decks I see it in guaranteed are Raptor Rogue and Miracle Rogue. N'Zoth Rogue doesn't have to run Xaril.
