I understand the stupidity of crafting Moorabi, but to me, it was worth the dust to experience this god-awful card first hand.
So I crafted Moorabi last week. I HAD to experiment with this card and see if there was some way to make him work. I mean, Blizz can't be entirely incompetent when it comes to card design, can they? There had to be some reason for making him so terrible statwise. There had to be some game changing, undiscovered, (unicorn even) wombo combo that pushed his value generation past his poor stats. /s
I hate to break it to you, but Moorabi will, IMO, never be viable. Obviously, he belongs with a Freeze Shaman archetype, but since there were next to no cards supporting that archetype until Frozen Throne, and because those that were released were garbage (I'm looking at you Avalanche), Freeze Shaman will not be potentially viable until a later expansion.
That said, even if Freeze Shaman becomes a thing, Moorabi will still not be in that deck.
Any potential value that you can generate from Moorabi is meaningless due to the massive tempo loss from playing him. Compare him to The Mistcaller. Both cards sacrifice tempo for potential value generation. IMO, The Mistcaller has the better effect, corroborated by Prince Keleseth's recent addition to aggro Warlock and some niche Shadowstep Rogues. The Mistcaller never saw play. Why? Because 6 mana for a 4/4 is unforgivable, unless the effect is bonkers. Moorabi has an effect that in no way justifies his poor stats. Honestly, I could see this effect being balanced on a competitively statted card, that's how bad the effect is. You have to get 2+ card generations off of this effect to be considered "worth it", but even if you managed to pull that off, you did so to the deterioration of your deck, by replacing actually good cards with Moorabi and a few crappy Shaman freeze cards. Considering that, you'd probably have to get 6+ cards off of Moorabi to make up for putting him in your deck. So considering what became of The Mistcaller, despite its "better" effect, my money's on Moorabi suffering the same fate.
So, here's my advice if you want to play Moorabi to the best that he's capable of:
If you want to add Moorabi to your deck, he needs to be supplemental, not central, to your win condition. That means putting him and a few Freeze cards in a more viable deck. Evolve Shaman is a nice pick, as you can maybe (maybe maybe) justify playing him, making use of his effect, and immediately evolving him into a 7-drop. Any random 7-drop can't be as bad as a 4/4, right? That said, you have to sacrifice a few card slots for Moorabi and a few Freeze cards, so your Evolve deck will be less viable than it was before, because Moorabi sucks. To compensate for that, Elemental Shaman can be a good pick because you can take 2x Glacial Shard, supporting a Moorabi combo without deviating too far from the elemental formula.
Second bit of advice. Never freeze your own minions to get value from Moorabi, unless it's for something big like a second Kalimos, Primal Lord. You have Spirit Echo for returning minions to your hand, and that card doesn't stall you for a turn.
EDIT: FedorWin brought up the following situation in a reply below. It's worth considering, depending on your situation (most likely, your need for card draw).

If you can't find a safe time to play him for 10 games straight, don't play him. He's cool, I'll give him that, but you have to be absolutely certain that you can get value off of him before you play him. A dead card in the hand is nowhere near as bad as playing Moorabi at the wrong time. Often, the appropriate time to play him (if there ever was a time) is when you are winning. This is for the memes, not for having a positive win rate. Never play Moorabi when you're losing. When you're losing, you are playing typical Evolve or Elemental Shaman, no exceptions.
Best of luck if you're running Moorabi, you're gonna need it.

For the naming system, I have one part I always use depending on the class and one part I change depending on the theme.
Druid - ______ Cereal (ex. Totally Cereal)
Hunter - ______ the Face (ex. N'Zoth the Face)
Mage - ______ Bitch (ex. Ice Bitch)
Paladin - ______ Justice (ex. Captain Justice)
Priest - ______ and Pass (ex. Purify and Pass)
Rogue - ______ Rogue (ex. Mill Rogue)
Shaman - ______ Force (ex. Jinyu Force)

Sometimes I want to apologise for accidentially roping when somebody IRL distract me for a minute or two. But the technology is lost now...

Basically, whoever gets a 2-3-4-5 cost legendary in his hand first wins. One game on turn 8 I had nothing to play because my hand consisted of like nine 9 cost dragons of all kinds...This brawl needs more mana reduction cards or some sort of ramp, so both players could get more stuff on the board at the beginning of the match and actually fight for the board.
On the side note, 4 mana Rend Blackhand was pretty fun to play. There are a lot of legendary dragons.

Got a strange bug today: my "opponent" disconnected ("your opponent left") in the middle of a match and I somehow received victory (including +1 for the daily and free pack for 1st victory), despite the idea of this beng a cooperative brawl.

I see turn 1 Mana Wyrm played by every single mage opponent. Especially when a new intersting tavern brawl that encourages you to test your deckbuilding skills comes out, and the first thing I see every time is Jaina-"hello"-mana wyrm. Makes me want to puke every time.
For other classes it's usually something that ruins your plans on using some cool card effects, namely Ironbeak Owl, Entomb and Polymorph. Can't be mad on people playing Hex or Polymorph: Boar though, they are so rare this days.
Honorable mention: It's always Huffer! The more face-oriented your opponent is, the greater are the odds of him getting Huffer and not the other two.

Picked 100.00% of the time in Arena rounds. Anyone still thinks it's a bad card?
In constructed I slapped it into a miracle rogue instead of usual finishers and added Elise in case Yogg fails (by the time you play him, you usually already have or about to get the monkey anyways). One of the funniest rng decks i've ever built, never a dull moment.
Bow down before the one you serve, you're going to get what you deserve

I've just seen a guy running Mechwarper + Evolve. 6 random 3 drops on turn 3 was pretty devastating, much better than Bilefin Tidehunter

Awesome brawl! On on hand you get to play some ridiculous combos with cards that never see play like,say, Animated Armor and Flame Leviathan or Darkshire Librarian and Fist of Jaraxxus, on the other you can get fast and easy wins to grind gold, and finally you get to Innervate or Ancestor's Call some otherwise too expensive cards like Y'Shaarj, Rage Unbound, Deathwing, Dragonlord, even The Boogeymonster and Chillmaw!
Some of my favorites so far, besides already named:
Mechwarper and Mimiron's Head (or Piloted Shredder, Iron Sensei, Gorillabot A-3, take your pick)
Shifter Zerus and Forbidden Shaping for all the Randuins out there
Mind Blast and Shadowbomber is not the best aggro duo, but nobody expects it
Hobgoblin and Wisp
Upgrade! and Shield Block
and the mightiest combo of them all, because your opponents will die laughing: Magma Rager and Am'gam Rager
Also want to try Light of the Naaru with either Embrace the Shadow or Flash Heal or straight-up Lightwarden and Ogre Brute and Misdirection (as long as your opponents has minions)
Possibilities are truly endless!
