I'm pretty sure everyone knows card packs are a gamble.
Loot boxes with cosmetics is one of the reasons I stopped playing Overwatch. The game just tries so hard to convice you that cosmetics are a reward. I see nothing wrong with games selling nothingness but at least don't shove it in my face.
Also I would be super upset if the base value of card packs dropped down for no good reason. Hearthstone has a robust cosmetic system, WoW, HoS and Owerwatch as well. "Rewarding" players of one game with cosmetics of another makes no sense. If I wanted cosmetics from a game, I would at the very least play that game.
Here's the thing though, Blizzard already rewards players with cosmetics for other games. If you win 3 games in HS you get a mount in WoW. Heroes of the Storm had a promotion where you did series of missions to get a skin for Gengi and D.Va along with a mount for WoW. It's all a ploy to get players of Overwatch/WoW to play HotS and HS and get those rewards. Even introducing a new mount from card packs would bring thousands of people to HS just to try and get that mount.
After further thought, I made a couple of edits. The loot cards wouldnt be rarer than legendaries and are legendary only.

It's a bad idea because if the card is meta then you have to be really lucky to get it, and if it's not you just wasted a legendary roll on a cosmetic for a game you may or may not also play.
It's a benefit for blizzard financially, it does not help the player base and only reinforces the mindset that card packs are loot box gambling.
I see your point about the cards potentially be meta. Since the cards would rarer than legendaries, it would only make sense to take away their rarity and make them not have any bonuses, thus making them purely cosmetic. The only downsides now are that they can take up a spot in the card pack and you might not play the game that the gift pertains to.
Now I get that it does reinforce that card packs are loot box gambling. but let's be honest everyone should know that card packs/loot boxes are a gamble.

Back in 2013, before Hearthstone was released, the World of Warcraft Trading Card Game was discontinued. In the TCG there were loot cards. These were special cards that could be used in the game, and had a scratch-off code that you can enter in WoW to redeem one of the many sought after items, including the famous Spectral Tiger. What if Blizzard were to modernize those loot cards and bring them into Hearthstone?
These Loot Cards are of legendary quality. They cannot be crafted or disenchanted. The good thing about this is that it can be looted from ALL Card Packs.
When you loot one of these this happens.(example: Spectral Tiger)
Once you open your Gift Tab on the app you'd see something like this:
I am not saying I'd put Spectral Tiger or ANY of the original TCG items into a feature like this, as that would devalue those highly sought after items. If I were to implement this feature into the game, I'd add NEW mounts, pets, and toys. I'd also add things for other Blizzard games like skins and mounts for Heroes of the Storm, skins for Overwatch, etc.
I know I'd pour more money into Hearthstone and play a LOT more if something like this were to be brought into the game.

I had meant to do a review of this phase but got distracted and forgot. Anyway congrats to Zardoz and Shanks (and myself!) and looking forward to the final prompt.
Deadrop, one of the top three from the last tourney, came up with a prompt for the final round. The prompt will be to make a card out of a giant piece of artwork provided by Deadrop. He is still looking for a good picture.
My expansion is based off of the continent of Northrend. This expansion consists of a new minion tribe, more ways to freeze, minions having armor, and even resurrecting enemy minions to fight for you. From the simple Withered Skeleton to the Lich King himself, this expansion will give you the chills.
New Emblem
New Tribe - Undead
Northrend consists of numerous undead creatures, including Frost Wyrms, Abominations, and Flesh Giants. So, what better way to introduce an expansion with a new tribe than to give a glimpse at one of the many cards in this expansion.
When tired, he likes to lay back and look through his spellbook to see what would make him stronger.
Weary Death Knight - Common Neutral Minion
I came up with this a while back when Un'Goro was announced. I really liked the concept of a Taunt minion having more attack on your opponent's turn, so I came up with something that was close to opposite of the Tar Creeper and the other Tar minions. When I made this, I thought, "What can I do to this card to make it feel weak during your opponent's turn." Thus, the -3 attack was born. With the -3 attack, I made the cost of this card to 4 to balance the card out a little because the cost used to be 7 before I put the effect on.
Every class will have at least one interaction with Undead whether it be an Undead minion itself or a spell, minion, or weapon, that interacts with your or your opponent's Undead minions.
More Ways to Freeze
With this exapnsion, I felt that since most creatures in Northrend have to do with frost, I made cards that I think have good synergy with the freeze mechanic.

Only the Lich King's most worthy servants can handle Shadowfrost magic. Others get too overwhelmed.
Raising Enemy Minions for Your Own Good
Death knights have the ability to raise the dead. But the most memorable Death Knight of them all is Arthas, the Lich King. He is able to bring his enemies back to life, only to serve him.
I see... only darkness... before... me...
There is way more that I can show you but, I have only scratched the surface.
