The statline isn't impressive, and the resurrect-condition is a bit tricky to fit multiple times in the deck, but having a sturdy taunt you can bring back two, maybe three times, and of course put multiple times on the board with Faceless Manipulator and Flobbidinous Floop is pretty cool.
I think it's a bit better than Sherazin, Corpse Flower, and that card had a bit of success during Un'goro, I wouldn't mind finding this in a pack.

1 mana give a minion in hand +2/+2 buff=fair
It’s a fair card in Standard, but not a strong card, so unless Pally gets a busted low cost minion that it needs to tutor out early, I don’t see why you would play this when Pally already has butt loads of draw.
In Wild, this combos great with a Barnes+Y’shaarj cheat deck, which is cool, but still fair since that has been happening for about 2 years now in other classes pretty consistently.

Even without the numbers, I still struggle to see why anyone would call Hearthstone a dead game. Does anything in the rest of the card game market even compare/compete with Hearthstone’s player numbers and profit margin? Absolutely not. Is the game dead because some Hearthstone streamers play more Autochess now? No.

Most tourney players don’t bring an all-aggro lineup, so someone who brings Quest Rogue can simply ban their opponent’s aggro deck and have favorable matchups against their control/combo decks. This forces their opponent to either ban the Quest Rogue deck or let them have favorable matchups. That’s why it is a good tourney deck, but doesn’t translate to a good ladder deck *anymore*.

It's a good card in a vacuum. The problem is you can't play it until you have drawn every single card and takes up deck/hand space until that point, making your deck less consistent.
The card will be great to get off of Arch-Thief Rafaam/Face Collector battlecries and Weaponized Pinata's deathrattle as a late-game value play, but this isn't a card you want to include in your deck, let alone build around.
For reference, Dragoncaller Alanna is a very similar card that sees no play in the control variant of Odd Mage and is a flex pick in Big Spell. Despite being easier to activate than Nomi, Alanna still doesn't see much play.
Edit: I see some people suggesting it as a late-game finisher for Tempo Rogue, which I'm sure it will see experimentation in. This could make Chef Nomi work, but time will tell.
