Fuck Warsong Commander, I wish it was bugged again. Commander is a card that never has a 'fair' use. From OTK Giant Warrior of the past to Patron Warrior today, all of the big decks that actually ran it were using it for something degenerate. That's its only purpose in the game and it will continue to churn out a broken deck every now and then until it is changed.
It's also interesting to think about cards that are good in one game but suck in the other. For example, Dark Confidant is a great MTG card but would be trash in Hearthstone.
Evaluating a card by its worst scenario (it will always get removed) is tempting but not actually a good practice since Mechwarper and Knife Juggler, two cards you can say the exact same thing about, remain really good cards.
People saying that this isn't good enough to replace Wild Growth don't get it. Nobody's removing Wild Growth for this card, this is Wild Growth 3 and 4 in your deck.
Seems extremely strong to me. Yes, he gives them a minion but provided you have any other minion on the board before you play this card, that minion can clear the 1-drop on the turn you play the Dragon.
It's like a Ragnaros with a slightly stronger shot but it only fires once, can only hit the face, has a weaker stat per mana balance and there is a significant chance that it might just never fire at all in the first place. On the upside, you can play it two turns earlier than a Ragnaros, displacing a six-drop like Sylvanas to do so.

Both Ragnaros and Iron Juggernaut are control cards, Iron Juggernaut is also used in a more midrange deck. Ragnaros in these control matches can be BGHed, Shiphoned, Facelessed or Mind Controlled and there are so many times that he doesn't live more than a turn and his 8 damage has killed a small minion. All these you can avoid them by putting Iron Juggernaut in.
Oh I don't think the Juggernaut is bad per se. But I can't see myself removing one of the legendaries in my Control Warrior for it. Like you say, if a new more mid-range MechWarrior or something emerges I can see it getting play. But it's certainly nowhere near as OP as so many people seem to be complaining about.
EDIT: Also I don't really like your comparison there. Ragnaros damage can be lessened (though never completely avoided) by the appropriate removal but sometimes the Juggernaut is going to functionally have no card text.

My bro Ogre Magi is getting left in the dust without the big stats and 50% mechanic! Raise awareness! But anyway, this is my favorite card in this expansion. It's freaking hilarious, deserves to be a 7/7 since he can't aim
Well to be fair, Ogre Magi is a super smart ogre. If he's coordinated enough to boost Spellpower than he's coordinated enough to hit the intended target.
Boulderfist Ogre on the other hand, has no such excuse. He is finally revealed for the Yeti in an Ogre-suit that he always was.
Even if they gave this CHARGE it still would suck because its so incredibly situational. If you top deck this late game with no real board its almost as bad as undertaker with how useless it is.
Well actually if he had Charge he would be insanely OP and easily one of the worst card designs Blizzard would have ever done. It'd be a like a return to the 4 mana Leeroy OTK meta only with the bonus that trading with his minions hurts you.
