Warlock is op, everyone choose to don't get matched against warlocks, random dude wants to play quest warlock in casual and he will never be able to do that. That's why they won't do this
I found him once, he had seven giants on board and he was gonna kill me. Then he played Poison seeds, before attacking. And he played another one the turn after, again before attacking.
I have no idea what happened to his AI, but I won that way. Lost to the eighth boss though.
Mage is losing his second classic card with the upcoming rotation, and Ben Brode himself said in a recent video that it is a problem having a class with two cards less than others. I know it's waaay too soon to think about that, but do you think there is a possibility for Toki, Time-Tinker to enter in the mage's evergreen set after Witchwood will rotate to wild? To me it actually seems pretty likely (even though Blizzard probably has not even thought about this yet), since her ability would make the card completely pointless in wild, plus she able to manipulate time, so it would also make sense for her to stay in standard forever.
In addition to this, Team Five said that they don't want the evergreen sets to be too strong, and she's definetely not strong, just a meme-ish funny card.
So... they printed Black Cat to support Odd Mage, since such deck would lose every one of mage's removals; and every other mage card we have seen since that has an even cost.

Playable: Can be usefull, in certain situations. Maybe I wouldn't put it in a deck, but if I found it somehow I wouldn't mind it
Bad: A card that you can't use in any way, and you'd hate to find from some discover effect
