Hi, since the methods given in this topic were using creditcard to pay (which I don't have), and deleting payment profiles (that has google play balance that I didn't want to lose) I searched for a different option and I found one. This does use the mexican play store since I needed a CPF number with the brazilian store, but it's still way cheaper than other options. I use paypal to pay for the bundles. 

The only problem i have is that in the end it prompts me to pay 819.9 / 1290 MXN (43.41 / 68.29 USD)  instead of 689 / 1100 MXN (36.46 / 58.22 USD). Is that because the lower prices are for the pc client in mexico, and the higher prices for google play? If so, I still think it's the cheapest option without creditcard. Please let me know if there is another play store that accepts paypal that has lower prices.

This were the steps used:

1. Make a new google account (use a different browser than normal, or use incognito window). Don't fill in any information you don't have to (phone number etc.)
2. Go to https://payments.google.com/. You'll be prompted with adding a payment method. Use https://www.fakeaddressgenerator.com/All_countries/address/country/Mexico to generate fake information. Fill in everything (including creditcard info). You will get an error that the credit card is invalid, that is fine. The address in your payment profile will be updated to a mexican address. You can check by reloading payments.google.com (maybe close the browser / open a new incognito window)
3. Go into your android phone and add the google account. This can be done in accounts & sync settings. You can add a second account, nothing will happen with your normal account.
4. Go to the play store and change your primary account (click the three stripes in your search balk, then click the down arrow next to your account). Also open the play games app and create a new gamer id with your new account.
5. Go to play.google.com on the browser you used to create your new google account. For me it still showed euros, but when you click on a paid app the price in MXN appears. In this popup you can add your paypal. Do this.
6. Search for hearthstone and click on install (still in your browser).
7. Open hearthstone, login, go to the store and buy your bundle.

Edit: steps 3, 4, 6 and 7 can also be completed in the nox browser which makes it even easier. Just install nox, login to your google account and install hearthstone. If you get the message that your device is not supported, just go into the settings of nox and change the device type. Step 5 still has to be done.

I hope i've written everything correct like this, I've had to solve quite some errors. If you encounter any problem let me know and I'll try to remember how I fixed it. You might first want to try clearing cache between steps if your aren't using nox.

I tried Brazil thing on my wifes account, not mine because I was scared I would lose all my app purchases since it deletes yout payment history.

You should have bought it on us.battle.net which would have saved you almost 200 danske kroner on the mega bundle.

But if you follow the guide on page 5 you can get them even cheaper. You wont regret it :)

 I have tested a lot of different countries, using vpn, but no countries seems to top Brazil

 yep can confirm this works, try to buy a cheaper bundle if you want to be 100% sure

The Google Pay prompt should show the price of packs in your faked country. Argentina is one of those that don't work for some reason, that's why I put Brazil in my guide instead. If you buy from argentina you will pay with the Developer's Default Price and Currency.

The currency, price, and price range of your app in locations that do not support a local buyer currency. This currency is determined by the country of your Google Payments Merchant account, and cannot be changed.
