TC, at this rate, Mill will never be viable in standard. In wild though, it's getting better and better every expansion. Blizzard doesn't nerf wild cards, so they chances of them nerfing Mill is almost zero.
What you posted is not about winrate but about class frequency. The explanation for that is rogue is the most difficult class to play. Most players are turned off by it. That's why you rarely see it on ladder. Makes me proud that it's my main.
about the class's viability, it has always been legend viable. The only time it fell to tier 3 was during TGT. I honestly have no idea why do you think it sucks.
9 mana to gain 5 armor, deal 15 damage and heal for 15
VS
9 mana to gain 5 armor and one turn of Stealth.

Valeera gives you infinite card advantage that opens a lot of doors for OTK combos (3 cold bloods for example), whereas Uther gives you vanilla 2/2s. Ask yourself this, when was the last time you had all 4 totems as a Shaman? That's how often you'll get all horsemen.
It IS a 10 mana card. When Jaina was leaked, the costs of the DK warlock and paladin heroes were also leaked (10 mana and 9 respectively). Jaina's leak was real, so the costs are real too.
My personal theory is that Burgle was originally supposed to give you class SPELLS only just like Nefarian. Burgle was released one expansion after Nefarian, so it makes sense. Also, the Valeera Tavern Brawl (where she stole just spells from other classes) also adds to the theory. However, Rogue is known to be the class the uses the most spells (an average Rogue decks usually runs 15-20 spells, more than all other classes), and Blizzard doesn't like that, so they changed Burgle to make it also steal minions and weapons. That diluted the RNG pool of the mechanic, effectively killing any potential of it being competitive. Such a shame really.
The fact that Lilian was even printed and only applies to spells in hand confirms that. Blizzard wants to make the mechanic more competitive, but they still don't want Rogue to keep using a lot of spells, so they attached that to a legendary minion (only 1 of in a deck) and only applies to cards in hand (limits the amounts of spells received).
So that makes me wonder if the mechanic wasn't changed in first place, would Burgle Rogue be competitive? What do you guys think?

We don't know yet. I'd wait till the meta settles because now everyone is experimenting with everything.
Also, Bolvar is not Arthas, they're two different characters.
