Lol. Look at tournament lists. Many mid and control paly played weapon on turn 3. No one in control paly played 1 drop. Many have 1-2 5 drops like only Kodo and Harrison. This is not Trump's idea. And i don't know is he good or bad deckbuilder. Im too play Rally blade, if meta is fast. And its played not for buffing.
Rly - check the last decklist from tournaments. Check the finalists. Check deck statistics from many portals.
Im too playing control paly to reach 5 rank, last 3 seysons.
The question in Trump's list - is only for new 4 drops. Its standard decklist, he only take off forbiten healing for Uther, and add LK.

"He also has poor targets for spike ridge steed." - did you ever play control paly in this meta? They all have 1-2 5 drops - 1-2 kodo, and nothing else. In mid paly we have only one 5 drops - Finja. And spike ridge steed - is great!

And in 60-70% lifesteal. Is it great? Will see.

" a curator package that doesn't help the deck" - most of all control paly - have the same package. Some have + 1 drake or + 1 kodo. And yes, its great. draw 1-2 cards its rly great.
And yes - rallying blade now plays in many paly decks, in decks that have only 1 shield on tirion. rallying blade - is vs 3 drops and aggro decks, and not for +1/1.

Tirion one of the best leg in game, tirion is classic set, tirion auto include in 99% paladins deck. Tirion is one of "craft first" leg in game. So craft Tirion. I like Raza too, but you could craft it later.
