Just like the OP, I dusted Hadronox because it wasn't useful in the KaC meta after a month. I managed to get another one about a month ago and I dusted it again. So if I had kept it, I would have a usable card and some another legendary card instead of 800 dust. I am not used to the double rule because for 3+ years you could get second legendary in a pack.
One should only dust legendaries if they never plan to open another pack (so for me, that would be Wild packs since sometimes there are promos that give packs from older sets in Standard).
77 packs and only 2 legendaries, thank you Blizzard.

Are you counting the legendary that triggers in the first ten packs? It is a one time thing, but you still got it from a pack. The worst case is hitting the free one at 10 packs, then the second at the 50th packs and the 3rd one at the 78th packs. It is random.
I cannot see Shudderwock being nerfed. It is strong, but it takes skill to play.
If you can afford to spend 1600 dust on having a pretty card that may generate other pretty cards then go for it. Personally, I will never craft a golden legendary because 1600 dust takes a lot of time or money (a legendary is worth about $10 when accounting for the number of packs needed to get one).

The answer is it is too early to tell what is a safe craft with regard to legendaries. Voodoo Doll will see play but you could pull that from packs.

The star of the set is Barnes, a legendary. Overall, the set was weak so you may find a few other Kara cards are being played in Wild.

Note with the Witchwood patch, all quests give more gold (at least 50) and are easier to complete.
