If this was "3 mana: Give a minion +2/+2. Draw a card", it could have been a really strong card; though hard to play at times if no minions stick. As a handbuff version (with guaranteed cheap targets) this at least guarantees a target but looses out hard on tempo.
If you draw a Wisp with this, you'd still only play a 3/3 for 3 mana... and use 2 cards to do so. That ain't it chief. Drawing Crystalsmith Kangor, Immortal Prelate, Commander Rhyssa, Secret Keeper and other Impactful cards you want to fetch might makes this worth it.
...also synergy with Archmage Vargoth, those 2/6 stats might make it stick; and we are all getting a copy to try out.
And i just thought to myself "they have not printed a 2-cost summon 2x 1-2 minions deal of card". 2 cost 2-1 + 1-1 has been made multiple times already and saw play in board flood decks, and this is arguably stronger - less attack but much more resilience and overall more stats. Being a spell also has synergy with Crystalsong Portal! The lifesteal is a cherry on top for a token druid deck - if a board flood druid exists this will definitely be part of it.
Important to note is that you can't play Silver Vanguard before you draw Da Undatakah, and that you you have to play Da Undatakah once before doing your Umbra turn.
In a way, Mana Cyclone is pretty similar to Arcane Artificer in how it is played. It's not meant to contend for the board early game, it's cheap so you can combo it with spells easily.
Maybe you can make it work with Banana Buffoon? Kibler has been running a "Minion Mage" kind of deck. You could use them to give the deck spells, since you could ideally cast 4 Bananas and 2 Mana Cyclone to get 8 random spells in 1 turn - it will probably get you 2 spells on average though.
A 2 Mana 2/2 that has a conditional value generation seems pretty strong. We just need to find a deck where this fits into.
It's actually both of them, blended together and turned into a robot.
Rat Battlecry pulls it instantly but only if already drawn; so an early Rat can be easily countered by mulligan.Deathlord's Deathrattle made the effect slower and gave your opponent a chance to play arround it with e.g. silence; but can target burried combo cards.
Would probably be in a Deck with Dollmaster Dorian, which has yet to be seen. Synergy with about any big minion like Giants or Deathrattle minion; an activator for card draw could be The Soularium.
Might be fun to mess around with on release when no decks are established yet? Probably cube synergy in wild, since cheating out minions is always very strong.
First I thought; "It's another slow handbuff card, and it's even restricted by type" Then I read +3/+3. That's a lot of stats. Even a meek Faerie Dragon turns into a spell-prove 6/5, and that's scary.
Maybe run this as a one-of to get a boost in the late game?
Giving a minion lifesteal for 2 mana? Seems very situational, but we get an extra copy of it so it can be used less sparingly.
But Rogue's Leeching Poison also seemed like a difficult to use card, and it became a corepiece of King's Bane before the nerf. Maybe Paladin will get see a similar deck with Immortal Prelate?

Similar to Predatory Instincts; I am not sure if paying 3 mana to cycle and give a minion +2/+2 is good enough though?

Another Undertaker OTK would be for Paladin:
Leper Gnome or Goblin Bomb + Immortal Prelate + Silver Vanguard with Spiritsinger Umbra on board.

Lifesteal Rush Windfury is REALLY good. Instant removal + health, like Zilliax but slower.

Paladin already has a fair amount of healing between Flash of Light, Crystalsmith Kangor though, and Zilliax always got your back.
This one has interesting implications with cards like Wild Pyromancer though. Maybe this is what Zandalari Templar needed?
