With Bestial Wrath and Flesheating Ghoul it can counter Dreadsteed.

Technically there's already neutral spells, it's just that they're all obtained through minions

Well if it's a c'thun deck it would have to contain at least 16 different cards due to c'thun being a legendary

Also mages already have a 10 mana 10 damage spell, which requires less planning and isn't considered broken

None of c'thun's servants will be in arena

But every class could run c'thun and if it's competitive it probably won't be rare to encounter one. Even though it's only one archetype it could make up a large portion of the meta (potentially)

Divine shield taunts are gonna majorly shut this down

Shame that quartermaster isn't gonna be in standard, the only buff for recruits left I can think of is the war horse trainer
