I feel like the complaints you have with net decking aren't about netdecking. What you want is a game that is constantly new. That doesn't exist in this world, unless it's a game that it's just you against randomly generate dungeons, monsters, and monster stats. To avoid net decking you'd need to kill the Internet, and only be able to play against those who are near you, AND make sure that the cards are very difficult to collect in general.

That's a silly way to look at things OP. Net decking is literally a part of life itself. From chess books for best starting moves, to printing from others' designs using 3D printers. When you win a match, YOU won that match. Two players of unequal skill using the same deck will not reach the same rank. This applies to any game (mode), in hearthstone or not.
Your opinion about net decking is slightly incorrect. You can't really hate on something that's essential/possible for everyone to do. With that said, the rules of engaging players can be altered to mask the ability to netdeck. I'll give you some examples.
1) introduce challenge stone to players who've joined hearthstone after this brawl, in a private setting. This forces them to think within a timelimit and play for themselves.
2) make a brawl that uses an arena draft using the cards The player owns. They can re-draft anytime or they can keep using the deck they drafted. In this case you can't netdeck.
3) players are given 30 packs to open, and they make a deck from them. Same rules as 2).
The idea is to not target something which is essential to the game, and impossible to remove. This is why I think net decking is fine. Unless something can't ever be replicated, then it's net copied. video game speed runs, mastery min/max, everything... That's all net copying. Arena is the ultimate non net deck format.
