U don't need step #3 "Play Silence on Nerub'ar Weblord". U can make step #4 "Play Shadow Madness on Lord Jaraxxus" right after step #2 and attack Nerub'ar Weblord with Lord Jaraxxus.
P.S.: remember Nerub'ar Weblord will have only 3 hp after step #2.
