They are both suited for some meta obviously. But even if you have both in your deck you can think which condition win your game.
So vs fast decks Skull winning from free voidlords and other stuff if you have them. Rin wrecks grindy control decks. Choose your weapon accordingly. I have both to have variety. Skull is usually much more often stays in decks then Rin.
You can play Skull of the Man'ari and Rin, the First Disciple together really if you want. Just remember not to play the weapon in matchups where you want to play Azari, the Devourer. Those are usually very slow, so you can get away with having a dead card in hand for most of the game.
The way I see it though, Skull of the Man'ari is a must in control warlock nowadays. Getting out those Voidlords early against aggro is game-winning. Rin, the First Disciple is a luxury addition if you face a lot of slower decks. Besides, most control warlock lists run two Stonehill Defenders anyway, so you can get a Rin, the First Disciple from those a lot of the time in slower matchups.
Obviously Skull of Manari and Rin don't mesh to well, which one is the better keeper?

I choose skull over rin, it’s usually more convenient
I run the 3 drop that potentially gives me Rin anyway, so against fatigue matchups I have that option
The thing is more often than not the forced ooze play or the free voidlord slows aggro down enough to be worth the inclusion
Anything that sets your opponent back a play is what you want in control lock
