I would pick Basilisk, its just one of the best cards out there, you can play it on curve, you can play it later to threaten whatever your opponent might play and divine shield is givin it the protection it needs. That card is super annoying to deal with and even in ping classes it usually trades up, in non-ping classes it easilly trades 2-for-1 and being able to play it whenever is a rly good characteristic of the card.
In the old drafting system, i would have 100% picked lightning storm, but nowdays, u are offered like 5+ AOEs per draft, so this early i would expect to get some aoes later on.
Second Hex this early, meh.
That being said, none of the options is a wrong one, so whatever you pick you get a good card ;-)

The changes came with the addition of Arena Exclusive cards into the game in patch 10.4 and were later tweaked by hotfix.
Basically now cards in the draft no longer appear in the same rarity only, but they r offered based on their power level (blizzards idea of a power level anyway), so you get offered commons alongside epics. Legendaries do still get offered only alongside other legendaries, tho less often and a weaker ones usually.
When the patch hit, the offering rates were so fucked up, that it was completely normal to have 5-8 good(!) legendaries in every single draft and rest of the deck was basically a constructed deck. That was later changed with the hotfix.
The situation is still not ideal, thats why i said you will most likely get offered another couple of AOEs along the way, cause Lightning Storm is one of the cards in the shamans "class bucket" as i like to call it. Those r the class' "power level" buckets that r offered multiple times per draft. Shaman has bunch of jade generators and aoes in there as well as hex for example. Priest has MC, and dragon shit etc. No official info on what cards r in there, thats just my personal experience and what iv seen on yt etc.
So, the power level of an average deck is down compared to what it was just after the 10.4 patch, but given that the very powerful class cards r offered with almost a guarantee several times per draft makes it still not a very ideal place for arena to be in imho.

There's no lists of buckets, is there? Not that it matters with about a day and a half to go until WW, but it would be useful to know if anywhere collates these so I don't have to record them :P
No official one, no. And im not sure if anyone started to collect any data, it would pretty much had to be like Heartharena or some site like that or a collective thread on reddit probably. I dont do reddit, so i dont know. I might try and start a thread here after WW launches (well next Monday the soonest, i wont have time before that), if ppl would be interested, but thats about it :)
