I think I am quite an average player in Hearthstone, the highest I got was level 12 last season. This season I really wanted to go higher, I got to level 15 three days ago and since then my losing streak is terrible. I am losing 3-4 games every 5. I tried everything, the latest versions of Tempo Rogue, Token Druid, Evolve Shaman... and nothing seems to work... I anyone experiencing something similar? I mean, I know -please don't remind me! xD- I am stupid, but... am I so stupid or Hearthstone is an evil corporation that wants me to be frustrated and spend more money in new cards? Sorry, it's just a bit of frustration so I decided to share here!
It's only 10th day of the season. There is still a lot of players who didn't do their push to higher ranks, as you know highest rank you can have at the start of season is 16. So right now you are still facing alot of people who are rank 5-Legend who just didn't have time or will to play so they are doing it now. Play casual or try some really fun decks at rank 15 (Cuz of the rank floor you can't drop lower) for few more days and than start you ranking grind. Or if you are eager to play ranked right now as people have mentioned before adapt your decks to counter the meta. Good luck with ranking. :)
To be fair, Hearthstone is half luck, half skill. At least constructed is. So, if the luck portion is not working out for you, work on the skill. I would watch some streams, look at strategies, modify your deck according to strategies you like. Modify it to counter popular decks. Cut down on your misplays. Play some arena, because that will help you with your Hearthstone mindset (predicting opponent's moves and cards), you need to think about math, probabilities. Count some cards. Figure out what your odds of getting a certain mulligan is. You can get very far with an F2P deck. You don't need to spend lots of money. Figure out what works for you, and follow that.
Those streaks def. will happen. Happened to me last month, 8 game losing streak, 5 of them were to opponent's top decking lethal. It was very frustrating, but the best thing to do (my opinion) is to put it down and take a break. Coming back with a refreshed mind keeps the salt away and allows you to play well without tunnel vision.

^ There are all skill levels and none of them are invalid. Most good games are designed so players can enjoy a game at any level. I'll readily admit you might hear me mutter to myself "this guy is an idiot" when I fight an opponent that I consider bad, but you'll never hear me actually tell them that because the reality is that it's not true; it's just me trash-talking... to myself?
I've also been on a losing streak recently. There's only one deck I've been winning with and I'm getting sick of playing it. -_-; Been trying to tune and improve my decks though.
It's bound to happen from time to time, yesterday I played around 15 games with raza priest and in like 10 of them I couldn't draw either raza or anduinn to save my life, the worst part is I always got every piece of draw engine my deck has and still one piece of the combo was always in the last 7-6 cards which made me loose 7 out of thosr 10 games, but there just bad luck days, there've been days when I play 20 games and I draw Kazakus, Razw and DK on curve or on a reasonable turn and I obviously smack my opponents and end up going 17-3 or shit like that.

Skill doesn't matter that much lately really, unless you are really making terrible mistakes you should be around 50% which is enough to Rank 5 cos of streaks and even easier now cos of new rank floors. Mulligan and luck decide pretty much every game regardless of misplays. Even deck won't matter almost at all, up to like ~3% difference on average between 10 strongest decks or so. It's pretty much pure coin flip lately.
I am on losing streak also at Rank 13 now for couple of days (and was double Legend both Wild and Standard last season for example and even finished top 100 in Wild, and while it doesn't mean anything nowadays other than I played a lot - I doubt it's pure lack of skill that makes me lose so much now). Losing streaks are common and bound to happen from times to times as this nonsense is coin flip anyways. Like playing roulette on colors, you could try to double bet on a color but sometimes you get fucked by streak of say 10 times in row (or by bouncers kicking you out :).
Just keep going, try to perfect your deck and try to play the best you can, so you could add that couple of % over the coin flip that this game ultimately is, but be ready for some streaks like one that happened now and try not to tilt. Maybe make a break on such streaks for couple of hours/days, used to help me!

I'm also on a terrible losing streak at the moment that is always sending me back to 15th floor.
I reviewed my plays, and the decisions I made were the best ones, always... the problem, as said by Toymachine, was purelly the "coin flip". It seems strange that it happens so often, but it sometimes does happen.
A number of us have gotten stuck at the rank 15 floor. Honestly I liked it better when I was able to lose rank below 15 because that allows you to face easier matchups and eventually win some games if you are on a losing streak. Once enough level 16-17 players reach rank 15 and get stuck there, they will start pushing others forward. Happens each season over a long enough period of time.

Take a break, review your games, think through your turns, and remember that a proper mulligan is the most important part of the game.

I think the nerfs really affected the meta. All of my decks seem to be doing much worse after it even if none of the cards in them changed.
