From how I've heard of it, the connection to the game is handled in 'layers'. That is, the game connection and the emote connection are separate. Thus you can lose connectoin to the game (which takes more to hold on) and keep the connection to the emotes). If you've uesd Twitch and found cases where you can see the video but not the chat or the other way around (at leas the phone app does this) then you've seen similar.
Now if I'm wrong them someone step in but that's how I've heard of it. If I'm true then yes, you can have what you saw by just a connection that's not BAD but just spotty enough to disrupt part of the system.
